Members Present: Rick DeAngelis, Jason Denoncourt, Lisah Rhodes, Sandra Shaw, and Ruixi Yuan Staff Present: Karen Simmons, Director of Recreation and Community Programs, Chris Filadoro, DPW Superintendent of Public Grounds, and Peter Coleman, Assistant Director of Recreation Others Present: Tom Scarlata (Consultant from Bargmann Hendrie + Archetype, Inc.) and Tom Shiple (Lexington United Soccer Club) 1. Meeting Minutes from November 16, 2016 Lisah Rhodes moved and Ruixi Yuan seconded approval of the Recreation Committee Minutes of The Recreation Committee voted 5-0 to approve the minutes of November 16, 2016. November 16, 2016 . 2. Citizens and Other Boards None 3. Liaison Reports None 4. Town Pool Renovation Project Tom Scarlata, consultant from Bargmann Hendrie + Archetype, Inc. (BH+A) gave a presentation that outlined the implementation of Phase III of the Irving H. Mabee Town Pool Complex renovation project. Mr. Scarlata completed the Town Pool Facility Audit in 2008 and oversaw the Phase II renovations, which consisted of significant locker room improvements, in 2012. Over the course of the fall, Mr. Scarlata has been working with staff to develop and revise the plan design. This renovation project is designed to ensure the continued successful operation of the facility for the next generation. The two most significant elements of this project are the replacement of the filtration system and the reconfiguration of the Wading Pool. The Town Pool currently has two filters: one for the Wading Pool and one large filter for the Garrity, Lap, and Dive Pools. If there is ever a sanitary accident in one of the three pools, it requires all three pools to be closed. The Massachusetts Department of Public Health regulations have been revised over the years and now require that each pool be on its own filter. This means that the project calls for four new, sand-based filters to be installed as well as a bulk chlorine tank with automated chemical controllers, which will require an expansion of the filter room. This will impact both the Wading Pool and the Tennis Booth area. As a result, the Wading Pool will be reconfigured and a variety of new, interactive spray features that will help to attract families with young children to the facility. The Tennis Booth will be relocated to the Town Pool entrance and this working area will serve as a control point for both the Town Pool and tennis program. 2 In addition to these items, the other improvements that the design calls for are extensive and include the following: replacing the bathhouse roof, replacing the perimeter fence, repainting the light poles, replacing all roll doors, sandblasting and resurfacing the locker room floors, re- plastering all four pools, replacing the main drains at the Garrity Pool, replacing the small white grates in the Lap and Dive Pools with fiberglass gutters, replacing and reconfiguring the diving boards, installing a new shade structure and treating the existing structures, and replacing the casework in the office and first aid room. After the presentation, members of the Recreation Committee asked questions and provided comments on the project. Lisah Rhodes recommended that a canopy be included for the Tennis Booth/control point area given how warm that area can get. Tom Scarlata indicated that a ceiling fan will be installed and having a lighter color roof (such as light beige) could also be considered. Jason Denoncourt asked what the main cost driver of the project is and Mr. Scarlata said that it is the installation of the new filtration systems. Karen Simmons, Director of Recreation and Community Programs, added that the current filter was installed back in 1980. We are on borrowed time since the filter is well beyond its life expectancy and DPW has done a great job maintaining the filter in recent years. It was also recommended that the purchase of new pool covers for each of the four pools be included with this project. Current code requires that pools must be covered or drained within 30 days of closing for the season. Members of the Committee expressed their support and enthusiasm about this project moving forward. Ms. Simmons concluded by saying that staff will continue to work with Mr. Scarlata to refine the plan as we prepare for Town Meeting in the spring. 5. Recreation 5-Year Capital Plan Fiscal Years 2018-2022 Karen Simmons, Director of Recreation and Community Programs, provided a brief update on the 5-Year Capital Plan. Lisah Rhodes will be presenting the recommended projects at the Annual Town Meeting and Ruixi (Ray) Yuan will serve as the back-up presenter. 6. Diamond/Clarke Middle School Construction Update Peter Coleman, Assistant Director of Recreation, informed the Committee that there was no new update. The renovation projects at the Diamond and Clarke Middle Schools are moving forward as scheduled. While the fields will not be usable in Summer 2017, the renovation projects may not impact the field use at these sites during the Spring 2017 season. 7. Lincoln Park Light Project Update Tom Shiple, President of the Lexington United Soccer Club (LUSC), provided an updated on the fundraising campaign that is underway. At the beginning of the campaign last month, LUSC had received approximately $100,000 in donations and has raised another $100,000 over the past month, bringing the total raised to date to approximately $200,000. Mr. Shiple indicated that the geotechnical engineering report has been completed, in which it was determined that bedrock was hit approximately 50 feet below the surface, and the project design is currently being finalized. Representatives from LUSC have a meeting with the consultant (Sanborn Head) and lighting th company (Musco) scheduled for December 15 to address some remaining questions. In addition to the Director of Recreation and Community Programs, Karen Simmons stated that both the Town Engineer and DPW Director should continue to be involved in this process as we move forward. The permit application to the Massachusetts Department of Environmental Protection (DEP) is scheduled to be submitted in late January with an anticipated response in May. The project is scheduled to go out to bid in February and if the necessary funding is raised, and pending all approvals, construction is scheduled to begin in Summer 2017. The Friends of Lincoln Field Lights has created a website called Light Up Lincoln (www.lightuplincoln.org) that has more information about the project and provides a place for people to make a donation. 39 MARRETT ROAD, LEXINGTON, MASSACHUSETTS 02421 3 8. Recreation Report Karen Simmons, Director of Recreation and Community Programs, provided a brief status for the recruitment of the new Director of Recreation and Community Programs. The Town Manager is scheduled to interview the two finalists this week and is expected to make an offer next week. Lisah Rhodes and Sandra Shaw sat on a panel representing the Recreation Committee. The Recreation Committee meeting on January 5 th will provide the Committee with the opportunity to meet the newly appointed Director. Peter Coleman, Assistant Director of Recreation, informed the Committee that Pine th Meadows closed for the season on Sunday, December 4. While the FY16 numbers were up, it should be noted that the FY2017 are currently down 2% from this time last year due to the weather. Mr. Coleman also provided an overview on a few programs. There are 339 participants registered for the skiing/snowboard programs at Nashoba Valley this winter (151 for the Thursday afternoon Grades 2-5 program and 188 for the Friday evening middle school and high school program). The In-Town Basketball League season is underway and the Youth Basketball Clinics, Smart Start Basketball, and Adaptive Basketball programs will th all begin on January 7. The middle school early release snow tubing trip at Nashoba on January 12 th is full with 82 participants. The winter sessions of our adult badminton, adult volleyball, and adult pickleball programs are all full. Lastly, there are 25 women Thursday mornings from 6:00-7:00am and the Lexington High School Field House. Mr. Coleman concluded by congratulating the LHS boys soccer team and girls cross country team for winning state championships this fall. Ms. Simmons also discussed the value of the Pelham Road property for programming for both the community center and the recreation divisions. She encouraged the Committee to advocate for this property as this facility would provide the department staff with unlimited program possibilities. 9. Parks Report Chris Filadoro, DPW Superintendent of Public Grounds, provided the Parks Report. The old playground at Marvin Park has been removed, the site has been excavated, and the new play structure is scheduled to be installed next week. All phases of the Lincoln softball field renovation project, including the field work, backstop, and dugout and player benches, have been completed. The bid opening for the Worthen Road and Muzzey fence replacement project is set th for Tuesday, December 20. The installation of the Fletcher Park Ice Rink has begun. Weather- permitting, the rink will be flooded before the end of the week. Lighting will be installed to help The Lexington Lions Club and the neighborhood collect donations to help support the operations and recruit volunteers to help maintain the rink throughout the winter. 39 MARRETT ROAD, LEXINGTON, MASSACHUSETTS 02421 4 The next meeting of the Recreation Committee is scheduled to take place on Thursday, January 5, 2017 at 7:00pm in Room 237 of the Lexington Community Center. The December 14, 2016 meeting of the Recreation Committee adjourned at 8:10pm.
