HomeMy WebLinkAbout2016-11-29-NCDTM-min TurningMillNCDStudyCommitteeMeetingMinutes November29,2016 EllenStoneRoom,CaryHall Meetingcommencedat7:00PM Attendees: TurningMillNCDSCMembers:DianePursley,BobCreech,SallyCassells,RichardCanale,Sally Zimmerman TurningMillNeighbors(Public):TinaMcBride,SusannaWhitman,MenahemEleny Abbreviations:PB=PlanningBoard,HC=HistoricCommission,NCDSC=NCDStudyCommittee,RPC= ResidentialPolicyCommittee 1)DianePursleywasunanimouslyelectedascommitteechair 2)BobCreechvolunteeredtotakenotes 3)AfteradiscussionoffuturemeetingdatesbaseduponworkingbackfromTownMeeting(TM) dates,thefollowingwasdecided.Thiscouldchangesomewhatifconflictsoccur: a.Dec.13,27 b.Jan.10,24 c.Feb.7,21 d.JOINTPUBLICHEARINGPB/HC(todiscussreport):Feb.15 e.Mar.7,21 f.JOINTPUBLICMEETINGPB/HC(tofinalizemapandvotetorecognizeNCD):Mar.22 4)Discussionoftheoptoutperiod a.TheoptoutperiodwilllastforonemonthandweexpectittobegininFebruary b.Itwaspointedoutthat1monthwasasmallamountoftimeforthosepeoplewho regularlytravelformorethan1month. i.ActionItem:RichardCanalewillconsultwiththetownclerktoseewhatoptions areavailableforanoptoutformtobeavailablebeforethefinalreport. 5)Conversationsthathavetakenplaceintheneighborhoodandfeedbackfromneighborhood residents a.TheNCDbylawwasanoutcomeofthe2015/2016RPCwork.TurningMillneighbors participatedintheNCDbylawdevelopmentandresearchedexistingNCDsinMAand beyond. b.Several(6or7)neighborhoodmeetingswereheld(startinginJanuary2016)wherea formalpresentationwasmadebyagroupofconcernedneighborsto50or60neighbors intotal.Thevastmajorityofattendeesreactedfavorably. c.Thegroupofconcernedcitizenswereconcernedtheyhadnotreachedenoughpeople directly,theyalsoconductedadoortodoorcampaigninOctober2016where,again, mostofthereactionwaspositive. d.TheStudyCommitteewilldocumenttheseneighborhoodmeetingsandhavethem includedinthepublicrecordalthoughwedonotwanttosubmitlargeamountsof paper. i.Thenumberofmeetingsheldandwhathappened ii.Thepresentationused iii.TheͻƦƚƭƷitƓƚƷĻͼsession iv.Theneighborhoodcharacteristicsthatweredefinedduringthepostitnote session v.ResultsofthePaloozasurvey vi.ThePetitiontotheHCforconsiderationasanNCD vii.Doortodooractivity viii.ActionItem:RichardCanalewillfindouthowtomakethispartofthepublic record 6)Theneighborhoodmap a.WespenttimelookingattheneighborhoodmapthatwaspreparedbythePlanning departmentandplannedsomecorrections.Forexample,3GouldRdneedstobeadded onthemapand177GroveshouldberemovedsinceGroveStreetwasnotonthe petition. b.SincesomeoftheneighborhoodrulesmayinvolvethetermͻǝźƭźĬƌĻfromapublicǞğǤͼͲ itisimportanttoavoidunintendedconsequenceswhenaͻƦǒĬƌźĭǞğǤͼrunsbehind neighborhoodproperties. i.Markingsneedtobeadded:governmentownedproperty,theoverall notificationboundaries(100footand300footperimeterdottedlines),wetlands c.Needalistofnonconforminglots d.Developthetotalbuildoutcapacitythateachlotcouldexperiencegivenourzoning bylaws e.Weneedtounderstandmoreabouttheverylargelotsintheneighborhood f.ActionItem:RichardCanalewillworkwiththePlanningDepartmenttogetthemap updatedandthedatarequiredfortheStudyCommitteeanalysis,includingnon confirminglots,ownerofrecord,lastsaledate,totalassessment,lotsize(acres) frontage,existinggrossarea. g.ActionItem:SallyCassellswilllookatthepropertyrecordcards/permitcards(at CommunityDevelopmentoffice)anddetermine,asdata/picturespermit,whatchanges havetakenplacetopropertiesovertime h.ActionItem:DianePursleywillprintphotosofallofthehousesintheneighborhoodfor useatournextmeeting.Mostofthephotoshavealreadybeentaken. i.Sincetown zoning bylawscannotbeoverriddenbytheNCDrules,weneedtodetermine whatNCDreviewableitemsareappropriate.Somereviewableitemsmaybeatan advisorylevel,i.e.,theyarenotbindingbutareencouragedtopreserveneighborhood character.WhatcanbeinfluencedandwhatreallyneedssomelevelofcontrolΑTBDas wemovethroughourstudyprocess. 7)ActionItem:TinaMcBrideisputtingtogetheraneighborhoodnarrativebaseduponaboxof historicaldocumentsandarticlesfrom19701986regardingpasteffortstopreservetheTurning Millneighborhoodcharacter.Thedocumentscamefromanoriginalownerwhostilllivesinthe neighborhood. 8)Neighborhoodhistoryasseenbyoriginalowners a.Whatinterviewshavealreadytakenplaceandwillwedoothers? b.Atoneofourmeetingswewillinvitesomeoriginalownerstopresenttheir remembrancesasoriginalmembersoftheneighborhood.Thismeetingwillbetaped. Jan10wassuggestedasagoodtimetodothis. c.ActionItem:SallyZimmermanwillresearchwhotheoriginalownerswereandwilldelve intooriginalarticlesfromthetimetheneighborhoodwasdesignedandbuilt. 9)Trees a.Weknowthattreesandnatureareanimportantpartoftheneighborhoodcharacter. Thisisbasedupondevelopmentoftheneighborhoodcharacteristicsdocument, feedbackfromneighborsandtheneighborhoodpaloozasurvey. i.Developingrulesandguidelinestosupportthepreservationofthis neighborhoodcharacteristicwillbechallenging. ii.ActionItem:DianePursleyandBobCreechwillmeetwithTreeCommittee member(s)andGinnaJohnsontoseehowbesttotacklethisitem. 10)CertifiedMailing a.Section3KofArticle29requirestheneighborstofundthecostofthecertifiedmailing, whichiscurrentlyestimatedat$1600accordingtothePlanningDept. i.Actionitem:RichardCanaleisgoingtoresearchoptionsforthefundingand/or reductionofthecostofthismailing.
