Parker Room, Town Office Building 1625 Massachusetts Ave Chair Phil Hamilton opened the meeting at 6:30pm in the Parker Room of the Town Office Building Commissioners Present: Kevin Beuttell, Dick Wolk, David Langseth, Phil Hamilton, Alex Dohan Others present: Karen Mullins, Conservation Administrator and Casey Hagerty, Conservation Department Assistant 8:57pm Approve minutes from 9/19/2016 meeting Motion to approve minutes made by Mr. Wolk and seconded by Mrs. Dohan. Vote: 4-0 in favor. Approve minutes from10/4/2016 meeting Motion to approve minutes made by Mr. Wolk and seconded by Mr. Beuttell. Vote: 4-0 in favor. Schedule Site Visits for the 11/7/2016 Meeting Site visits were scheduled for 10/29/2016 at 9:30am Issue Certificates of Compliance for 80 Bloomfield Street, DEP 201-881, BL 839, 990 Waltham Street, DEP File No. 201-912, BL 872, and 19 Wellington Lane Ave, DEP File No. 201-883, BL 841 Ms. Mullins explained that none of these certificates were ready to be issued yet. Approve Snow Management plan for 113/115 Hartwell Ave Motion to approve the Snow Management plan made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 in favor. 6:36pm Enforcement update 58 Ivan Street Scott Morrison- Ecotech Mr. Morrison explained to the commission that he has provided an updated plan to the commission. He stated that the footprint of the home will be reduced by 130 sq. ft. The builder is also going to lay sod down as soon as the work is complete to stabilize the area. Motion to approve corrective action plan made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 in favor. Issue Order of Conditions for Shaker Glen, DEP File No. 201-1035, BL 993 Motion to issue Order of Conditions made by Mr. Beuttell and seconded by Mr. Wolk. Vote: 4-0 in favor. 6:40pm Mr. Duke Bitsko arrived Issue Order of Conditions for 10 Norton Road, DEP 201-1033, BL 991 The commission discussed the conditions they want to see with this permit. They added that they want a condition requiring along part of the property line. Motion to issue an Order of Conditions made by Mr. Beuttell and seconded by Mrs. Dohan. Vote: 5-0 in favor. 6:44pm Reports Mrs. Dohan reported that she and Ms. Mullins met to discuss the next steps with the Wright Farm Barn. 6:55pm Mr. Langseth arrived. 6:58pm DET 16-39 RDA, 3 Lois Lane Applicant/owner: Catherine Cochrane Project: Deck expansion Documents: RDA package 9/27/2016 Catherine Cochrane- Home owner Ms. Cochrane explained that they are moving the deck further away from wetlands and it expanding it in the other direction. She explained that they will place gravel under the deck and space the decking wood in accordance with the commission’s usual requirement.. Motion to issue a Negative Determination with Conditions made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 6-0 in favor. 7:02pm DET 16-40 RDA, Idylwilde Community Garden Applicant/Owner: Town of Lexington Conservation Division Project: Expand an existing community garden Jordan McCarron- Town of Lexington Conservation Department Documents: RDA package 9/27/2016, updated plan 10/17/2016 Mr. McCarron explained that he is presenting this project on behalf of the commission. He stated that the wetlands at Idylwilde have been flagged and the 25-foot buffer has been marked. He explained that with the garden expansion will be able to accommodate all of the current Dunback Meadow Gardeners as well as more gardeners. He stated that the current Idylwilde Garden will be expanded in two sections and will stay outside the 25 ft. buffer. Mr. McCarron stated that ideally, they would start the work in the fall and finish up the work in the Spring and summer. Questions and comments from the commission: The commission asked if erosion controls are proposed. Mr. McCarron explained that they are proposing erosion controls and are aiming to plant a seed crop this fall. The commission asked how much of the existing road will be impacted. Mr. McCarron explained that there will still be access to both sides of the garden but the ability to drive completely around the garden will be lost. The commission discussed whether or not to remove the existing fence. They decided to keep the existing fence to avoid more disturbance. The commission stated that they should include in this project any maintenance to the existing garden. The commission discussed what they should do about poison ivy on this site. Mr. McCarron explained that having the garden professionally plowed should help the problem. Questions and comments from the audience: Edward Ganchert, a current Idylwilde Gardener, asked how the commission planned to get water to the new portions of the garden. Mr. McCarron explained that he has been working with town water department to come up with some solutions. Motion to issue a Negative Determination with conditions made by Mr. Langseth and seconded by Mrs. Dohan. Vote: 6-0 in favor. 7:28pm DET 16-41 RDA, 4 Angier Road Applicant/Owner: Elizabeth Davenport Project: Second Story Addition Elizabeth Davenport- Homeowner Documents: RDA package 9/27/2016 Ms. Davenport explained that she is planning on extending her home on two sides on the second story. The house expansion will all take place under the existing roof line and will not have any disturbance on the ground. The addition will be cantilevered. Questions and comments from the commission: The commission requested a limit of work line in the field. Motion to issue a Negative Determination with conditions made by Mr. Beuttell and seconded by Mr. Langseth. Vote: 6-0 in favor. 7:35pm DEP 201-1036, BL 994 NOI, 6 Candlewick Close Applicant/owner: Robin Pike Project: Construct an addition to an existing single family home Motion to continue the hearing to 11/7/2016 at the applicant’s request made by Mr. Wolk and seconded by Mrs. Dohan. Vote: 6-0 in favor. 7:36pm DEP 201-975, BL 933 Amended Order of Conditions, 56 Turning Mill AOOC Applicant/owner: John Dvorak Project: Amend an approved Order of Conditions Scott Smyers- Oxbow Associates, Walter Scott- Builder Documents: Questions and comments from the commission: The commission discussed restoration area on this site. This property was subject to the 50% rule so the commission expressed concern over where the restoration area was planted. The commission discussed whether or not the revised plan is sufficient for amending the original plan. The commission discussed the FENO markers and suggested that they be moved to better reflect the do-not-disturb area. The commission discussed how much time the restoration area should be given to grow. The commission requested a new plan showing the additional planting area. The area would have to be equivalent to the area that was disturbed. Motion to continue the hearing to 11/7/2016 at the applicant’s request made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 6-0 in favor. 8:16pm Motion to adjourn made by Mr. Wolk and seconded by Mr. Langseth. Vote: 6-0 in favor.
