Lexington Housing Partnership MeetingMinutesforTuesday,October27,2016 Attendees:BobPressman,MelindaWalker,WendyManz,JeriFoutter,JoePato,HarrietCohen,Betsey Weiss Absent:PaulLinton,NancyCorcoranRonchetti,MaryHaskell Guests: ThemeetingwaschairedbyMelindaWalkerandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:40pm. ofminutesofSeptember13,2016 1.Approval Mr.PressmanmovedapprovaloftheSeptember13,2016minutesandMs.Weisssecondedthe motion.Themotionwasapprovedunanimously. 2.Developmentsregardingͻ\[LtͼproposalforBUSAproperty/Walker Mr.PressmanforwardedaletterfromBillKennedyofLexHABtoMs.Walker.Theletteraskedfora letterofsupportfortheLIPproposal.WhenMs.WalkerfollowedupwithMr.Kennedy,heaskedher towaitonsupplyingtheletter. 3.ReviewofactivitiesofRHSO(LizRust)/Pressman&Walker Mr.PressmanreviewedanemailmessagefromElizabethRustofRHSO(RegionalHousingServices Office).LexHABhasaMassHousingloanfortheInterfaithhousingwhichmaturessoon.Topreserve affordabilityontheproperty,LexingtonwouldneedtoenteraRegulatoryAgreementtoensure thereisanaffordablehousingrestrictionontheproperty.RHSOhasstartedtodraftsucha document. BecauseWrightFarmdoesnothavetherequisiteamountofland,thebuildinginspectorisunwilling toissueabuildingpermit.Ms.Rustisworkingonafriendly40Bproposalthatwouldallowabuilding permittobeissued. 4.ReportonaffordablehousingdiscussionatPlanningBoardinformationsessionforcommunityon revisionofComprehensivePlan/Pressmanetal. Mr.PressmanreportedthatthePlanningBoardisbeginningtheprocessofredoingthe ComprehensivePlan.Afteranoverviewoftheprocess,theattendeesseparatedintobreakout groups.Mr.Pressmanattendedtheresidentialpolicybreakoutgroup.Therewassomediscussion aboutseniorhousingandpotentialalternatives,alsodiscussionoflocalpreferenceforLexington housing.TherewassupportfortheregularcommitmentoffundstoLexHAB. Ms.Manzwenttothetransportationsession.Therewerenodiscussionsrelevanttoaffordable housing. 5.DiscussionofLexHABactivities/Pressman Noreportthisweek. 6.ImpressionsoftheMetroWestAffordableHousingInfoSessiononOct.4/Foutter&Walker Therewasaverylargeturnoutforthemeeting.Thepresentationwaswellreceivedandtherewere Lexington Housing Partnership manyquestions.Thepresentationwasprimarilyaboutaffordablehousingforseniors,both regardingalternativesforaffordablehousinganddescribingtheprocessforobtainingaffordable housing.Therewasdiscussionofaffordablerentalversusaffordablehousingownership. 7.UpdateonBoardreappointments/Weiss Thecurrentmemberswhowerenominatedforreappointmentwerereappointed.TheLexington HousingPartnershiphasanumberofopenseats.Tocontinuetofunctioneffectively,the PartnershipwouldneedtoasktheBoardtochangethechargesuchthatasmallernumberof on membersareneededforaquorum.ThePartnershipalsodiscussedconvertingtheLexHABseat thePartnershipintoaliaisonpositionratherthanamemberposition. Afterdiscussion,Ms.WeissmovedthatthePartnershiprequestthattheBoardofSelectmenchange thechargeforthePartnershipto9votingmembersand6liaisonsandthattheLexHABdesignation bechangedfromamembertoaliaison.Themotionpassedunanimously. 8.Commentsfromthosepresentonanyprojectswithaffordablehousingimplications/All TheCPChasmanyproposalstoconsider,buttheonlyhousingproposalisforsomeadditional moneyforapreservationprojectfortheLHAunitsatGreeleyVillage.Thereisnorequestforfunds tomakeastartontheLearyhousingparcel. 9.Newbusiness TherewasajointmeetingonWednesday,Oct.26ofthePlanningBoard&theBoardofSelectmenin EstabrookHallatCaryHall.Thefirstagendaitemwasbalancedhousing.Therewasdiscussionof askingthePlanningBoardtobringarevisedzoningbylawrelativetodevelopmentthatisdenser thanbyrightdevelopment.Thegoalisthatanyformofdenserdevelopmentneedstobringapublic benefit.Thecurrentbylawhasnotfulfilledtheoriginalintent?forexample,therehasnotbeena sufficientdiversityofhousing. Ms.FoutterspokewiththeDouglasHouseexecutivedirector.Hesaidthattheyarenolonger allowedtoexpandduetorecentlegalchanges.Ms.Foutterspokewithhimaboutrenovationstothe DouglasHouse.ItispossiblethatCPAfundscanbeusedforpreservationprojectsatDouglasHouse. Also,DouglasHouseownsasmallhousethatisnotcurrentlyhabitable.Thehouseisinthehistoric district;CPCfundscouldberequestedforworkonanapartment.Therequestcouldbemadeboth ashistoricandaffordablehousingfunding. 10.Setnextmeetingdate ThenextLHPmeetingwillbeonNov.17at7:30p.m. 11.Meetingadjournment Ms.Weissmovedadjournment.Mr.Pressmansecondedthemotion.Themotionwasapproved unanimously.
