Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice- Chair); Norman Cohen,
Charles Hornig, David Horton, Robert Peters, Sandra Shaw

Assistant Town Manager for Finance
Ms. Fenollosa called the meeting to order at 3:02 PM.
1) Fall Special Town Meeting Discussion- Mr. Addelson appeared before the CPC to request a
supplemental appropriation to its FY17 debt service budget at the upcoming Special Town
Meeting. A $40,000 bond anticipation note (BAN) for the final stages of renovations to the
Community Center was issued in June and available CPA funds were identified that could enable
the retirement of the note instead of converting it to a bond in February 2017. In order to retire
the BAN, Mr. Addelson explained that the CPC would need to authorize an increase in the debt
service budget previously approved at the 2016 Annual Town Meeting. The CPC also briefly
reviewed the Community Preservation Fund available balances. After a motion duly made and
seconded, the CPC voted (7 -0) to authorize an increase of $40,000 in its debt service budget to
retire the BAN. Additionally, a motion was duly made and seconded to appropriate that money
from the Undesignated Fund Balance of the Community Preservation Fund.
2) Committee Business -The CPC discussed their upcoming meeting schedule. Ms. Fenollosa also
briefly reviewed the CPC's role in the application process for the benefit of the new members.
After a motion duly made and seconded, the CPC voted (6 -0) to re -elect Ms. Fenollosa as Chair
of the committee. After a motion duly made and seconded, the CPC voted (6 -0) to re -elect Mr.
Wolk as Vice - Chair.
3) CPA Signs- The Committee discussed placement of the ten free - standing CPA signs placed at
various sites around Town. Seven of the ten signs have been located. Members were asked to
keep an eye out for any additional signs so they could be properly inventoried. Ms. Mancini will
coordinate with Lexington Housing Authority to have the sign currently stored in their office

placed at Greeley Village. She will also work with the DPW to have the sign in the CPC office
placed at Lincoln Park.
4) Annual Town Report Discussion- The CPC discussed their submission to the 2016 Annual Town
Report and scheduling of the Committee photograph. The draft report will also be circulated
prior to the next meeting so the Committee can approve and submit before the October 31'
deadline.
5) CPC Report to Special Town Meeting- After a motion duly made and seconded, the CPC voted
(7 -0) to approve its Report to Special Town Meeting #5, subject to minor revisions and non -
substantive changes deemed necessary by the Chair.
6) Approval of Minutes- After a motion duly made and seconded, the CPC voted (6 -0 -1) to approve
the minutes, as submitted, from their meeting on May 26, 2016.
7) FY18 CPA Project Updates- The Committee briefly discussed potential FY18 projects. Ms.
Mancini advised the CPC that she spoke with the Friends of Minuteman National Park regarding
an application for further funding for the Parkers Revenge Project. Mr. Wolk mentioned a
possible land acquisition.
After a motion duly made and seconded, the meeting was adjourned at 3:45 PM.
