Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on July
21, 2016
Those present at the meeting the Chairman Bill Kennedy, Vice - chairman, Bob Burbidge, Gerry Howell,
Bill Hays and Lester Savage, Martha Wood, Henry Liu. Also present were Norm Cohen, Suzie Barry
Selectman Liaison's and Bob Pressman.
Not present was Bob Phelan and Donna Leary.
The chairman presided.
The meeting opened at 7:06 a.m.
1. Minutes
The minutes for the meeting on June 2016 were accepted with a change to strike Henry Liu from section
1 as he was not present at the last meeting, there was a motion to accept with the item amended.
2. Financials
Gerry Howell presented the financial reports, calling to the attention of the Board that even with all the
extraordinary expenses, the results were almost even with last year's figures.
Also noted was the extraordinary expenses report detailing expenses on certain properties due to
rehabbing the units. Also discussed was the creation of a new account for the Fairview property, and to
keep it separate from the other expenses as most work is capitalized expense.
There was a motion to accept the financials, seconded, all in favor, and the motion was approved.
2A. Task Force
Property Assessment update: Maryann reported that John Biggins is doing exterior work on the houses
like replacing rotted window sills, power washing buildings, replacing shingles or touch up paint. This is
ongoing work.
2B. Bill Kennedy reported to the board on the meeting with Jeffrey Driscoll and how LexHAB will be
required to public bid on jobs as required by law. Request for Services will be required for jobs under the
threshold as required by Iaw.A follow up meeting is scheduled for Friday August 19th
3. Busa Farm
A. We are awaiting an engineering report in order to complete the application process..
4. Fairview
4A. Not much happening on the rehab of existing house due to the students being off for the summer,
New windows and new roof will be completed by the end of the month.
4B. The New house sub slab has been finished, rough framing will continue over the next couple of
weeks.
Les stated that we are changing the way we extend payments to Transformations. We will now pay the
sub - contractors going forward to ensure the project moves along smoothly.
5. Wright Farm
The grass has been cut, and more soil removal is being done around the barn, so that it can be tested.
The process to divide the parcel is moving along. Discussions were had about meeting with Carol
Kowalski from the Town Managers office to get an update.
6. Keeler Farm
No Report at this time
7. Leary
The need to have the deed was a topic of discussion, as well as the public bidding process, and the need
for an architect.
8. Other Matters
8A. Discussions were had about the Grove Street development and that LexHAB would take no role in
the approval process.
9. Next Meeting
The next meeting of the LexHAB Board, will be held at the LexHAB offices at 1620 Massachusetts
Avenue in Lexington at 7 a.m. on August 19, 2016
10. Executive Session
The chairman then proposed that the Board go into executive session to consider tenant matters,
stating that consideration of same in open session could have a detrimental effect on the negotiating
position of a semi - public body, namely LexHAB, and might also affect adversely the privacy rights of
tenants and that the Board not return open session at the end except to adjourn.
Meeting was adjourned at 8:59am.
