MINUTES Approval of Minutes of Regular Meeting of December 14, 2023 Upon a motion by Maureen Rynn and seconded by Mark McCullough, the Board voted to approve the Minutes of the Regular Meeting of December 14, 2023, all members having received copies. The roll call vote was as follows: YEAS NAYS ABSTAIN ABSENT Richard F. Perry NONE NONE Nicholas Santosuosso Mark McCullough Maureen Rynn Melinda Walker 3. PUBLIC COMMENT None 4. FINANCIALS A) Approval of Bills and Checks paid in December 2023 Upon a motion by Melinda Walker and seconded by Mark McCullough, the Board voted to accept the Bills and Checks as presented for December 2023. The roll call vote was as follows: YEAS NAYS ABSTAIN ABSENT Richard F. Perry NONE NONE Nicholas Santosuosso Mark McCullough Maureen Rynn Melinda Walker B) Approval of November 2023 Financials Upon a motion by Maureen Rynn and seconded by Mark McCullough, the Board voted to accept the November 2023 Financials The roll call vote was as follows: YEAS NAYS ABSTAIN ABSENT Richard F. EXECUTIVE DIRECTOR’S REPORT Caileen reported the following project updates to the Board:  The contracts for the Fire Alarm upgrade have been received. The Pre-Con meeting was held and the Notice to Proceed has been issued.  45 Forest Street siding and window project have gone out to bid due 2/7/24.  Greeley Village rear fascia project has gone out to bid due 2/7/24.  Greeley Village medicine cabinet, light fixtures and fan project documents are due this month. Anticipate going out to bid in March.  Vynebrooke Village ModPHASE is moving along with a few weather delays. Anticipate completion in mid-February. There will then be approximately 6 months to complete all site work, fire alarm wiring for buildings 10-12 and landscaping. 6. OLD BUSINESS A) Chelsea Housing Authority Section 8 Contract Extension-December 31, 2024 The Board was presented with an updated contract from Chelsea Housing Authority extending until 12/31/24. A date typo was noted and will be corrected by CHA before Caileen executes. Upon a motion by Melinda Walker and seconded by Maureen Rynn, the Board voted to approve the Chelsea Housing Authority Section 8 Contract Extension from 1/1/24 through 12/31/24. NEW BUSINESS A) Federal Public Housing Scattered Sites Section 18 Demolition/Disposition Application to HUD WHEREAS, the Lexington Housing Authority ("LHA") desires to dispose of 17 general occupancy units of federally-assisted public housing (a component of MA067000001) listed in Exhibit A (hereinafter “Units”) through the Section 18 Disposition process established by the U.S. Department of Housing and Urban Development (“HUD”); and WHEREAS, the LHA has determined the disposition of these Units to be in 2 the best interest of the residents and the LHA, appropriate for reasons that are consistent with the goals of the LHA and the LHA Annual Plan and that are otherwise consistent with the United States Housing Act of 1937; and WHEREAS, residents have been notified and meetings held to discuss the disposition application of these Units, and the LHA has received a letter from the appropriate Lexington Town Official supporting this application; NOW BE IT RESOLVED, that the Lexington Housing Authority Board of Commissioners hereby authorizes the Executive Director to submit a Disposition/Inventory Removal Application to HUD for the disposition of the 17 general occupancy federally-assisted public housing in its portfolio to an entity related to the Lexington Housing Authority, subject to and in compliance with applicable HUD requirements; and BE IT FURTHER RESOLVED, the Lexington Housing Authority, through its Executive Director, is further authorized to execute all necessary documents, provide certifications, and undertake such additional activities as necessary to accomplish the resolution set forth herein, and to take any action necessary to obtain HUD approval of the Application. Upon a motion by Mark McCullough and seconded by Melinda Walker, the Board voted to approve the application to HUD. The roll call vote was as follows: YEAS NAYS ABSTAIN ABSENT Richard F.
