Members Present: Charles Lamb, Chair; David Kanter, Vice−Chair & Clerk; Sandy Beebee; Mike Boudett; Rod Cole; and Lisah Rhodes Member Absent: None Others Present: James (Jim) Malloy, Lexington Town Manager; Carolyn Kosnoff, Assistant Town Manager for Finance; Rosalyn Impink, Lexington Budget Officer; Robert Pressman, Member, Lexington Preservation Committee (CPC) Documents Presented: • Notice of Public Remote Meeting/Agenda CEC Meeting, December 14, 2023 • Latest Version of FY2025−FY2029 Capital Improvement Projects/Programs (CIPs) • Mr. Lamb’s “CEC Comments to the Town Manager re: FY2025 CIPs” (CEC Comments) Call to Order Mr. Lamb called this Remote (Virtual) Meeting to order at 8:01 A.M. As the Committee members and the others joining this meeting had been previously advised of the special conditions of this meeting, he passed on repeating them (i.e., the authority to not require a physical presence of a quorum and other selected terms under the Open Meeting Law had, by legislation on March 29, 2023, Governor Healey signed into law a supplemental budget bill which, among other things, extends the temporary provisions pertaining to the Open Meeting Law to March 31, 2025, pursuant to Chapter 22 of the Acts of 2023”.) Mr. Lamb made a Roll Call of the Committee Members and found all 6 Members present. They each had earlier access to the responses by all of the Department/Office submitters that been responding to this year’s CEC’s Comments & Questions (C&Q) and had approved the “CEC Comments to the Town Manager”. Mr. Lamb welcomed Mr. Malloy, Ms. Kosnoff, and Ms. Impink to this meeting. And as the CEC Comments had previously been provided, he turned the floor over to Mr. Malloy. Mr. Malloy agreed and said he’d work through the CEC Comments. These are the major categories to which he responded as well as to the Members which raised questions or presented their positions and to which he provided his own positions. Lexington High School Project; Old Harrington School, Lexington Public Schools Central Office, Athletic Fields, & 173 Bedford Street; Community Preservation Fund; East Lexington Fire Station; Other Monster Under The Bed; and Other Concerns. And as there were some subordinate points that he hadn’t provided in his responses he will provide a separate, follow-up report to the Committee of those responses. Mr. Lamb expressed this Committee’s appreciation for Mr. Malloy’s discussions, will look forward to his follow-up report, and sincerely appreciate all the information and other support provided us by Ms. Kosnoff and Ms. Impink which is essential to us. Mr. Pressman advised that he endorses the position this Committee had just reported that the CPC should have a useful 5−Year Funding Plan as the already known out-year-potential requests far exceed the reasonably-expected annual fund sources provided to the CPC and allowing debt financing is not constructive to the Community Preservation Act’s specified, broad-based, objective. Adjourn At 9:00 A.M., a Motion was Made and Seconded to adjourn. Vote: 6–0 This Minutes was approved by the CEC at this meeting on January 11, 2024.
