Members Present: Charles Lamb, Chair; David Kanter, Vice−Chair & Clerk; Sandy Beebee; Rod Cole; Mike Boudett; and Lisah Rhodes Members Absent: None Others Present: None Documents Presented: • Notice of Hybrid meeting of the Capital Expenditures Committee (CEC) is scheduled for Tuesday, November 7, 2023, at 7:00 P.M., in the Cary Memorial Building, Ellen Stone Room. • Review of Matters relevant to Special Town Meeting 2023-1 (STM) including, but not limited to, this Committee’s Report to that STM and other actions and documents related to any Town Meetings, prior and future. Call to Order Mr. Lamb called this in-person Meeting to order at 7:00 P.M. Review CEC Members Positions on Article 8, Appropriate for Speed Hump Pilot Program Mr. Lamb began the review of that Traffic Safety Group’s proposed project (initial funding of $101,000 from the Traffic Mitigation Stabilization Fund) while acknowledging this Committee’s 6−0 vote in support of that project. He, however, understood there had been some reported comments from both the Town’s Fire Chief and Police Chief pointing out that vehicles crossing a Speed Humps have a reduction in speed and that is a determent to their vehicles progress—especially to any urgent travel and most affecting the heavy fire-related equipment. Mr. Lamb raised that adverse effect warranted a Committee review. Several Members acknowledged having heard of the Chiefs’ comments, but they were only third-hand information. Also, no Members had heard of the actual lengths of the delays under what was thought to be some various time lengths and broad significance for the various vehicles. It was acknowledged that such speed humps are already in place elsewhere in the Town and no significant consequences were known to the Members. Mr. Lamb pointed out that as that Article 8 is not scheduled for that same evening, two Members could each approach one of the Chiefs to capture their actual positions regarding the consequence of the proposed one-street, 2-year, pilot project—and that information could be brought to the Members at the meeting posted tomorrow—before the next session of the STM. Mr. Lamb said he was not proposing to affect this Committee’s unanimous published support of the project or the supplemental text in our Report to the STM. He can, however, address his concerns as part of the information he’ll present to Town Meeting when the Town Moderator asks for our position. Adjourn At 7:20 P.M. a Motion was made and seconded to Adjourn. Vote was 6–0. This Minutes was approved by the CEC at this meeting on January 11, 2024.
