MEETING OF NOVEMBER 10, 1999

The meeting of the Lexington Planning Board held in the Selectmen's Room Town Office Building,was
called to order at 7.35 p.m.by Chairman Davies with members Bridge-Denzak,Colman, Galaitsis, Merrill
Planning Director Bowyer, and Assistant Planner Garber present.

147 Recent Activity
41 Lincoln Street,Preliminary 7.4.5 Subdivision Plan,Rollout: Mr. Garber rolled out a preliminary plan
for the 41 Lincoln Street development, off Lincoln Street,that was submitted by Ronald A.Lopez on
November 4, 1999 The staff has not yet reviewed the plan in detail.
************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS *************
PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW
148. Form A/99-3. 6 Sedge Road. Town of Lexington, The Board reviewed an Approval Not Required
Plan for land at 6 Sedge Road. On the motion of Ms.Bridge-Denzak, seconded by Mr. Colman,the Board
voted unanimously, 5-0,to endorse the plan entitled "Plan of Land in Lexington in Mass., dated September
27, 1999,prepared by Roger M. Corbin,Registered Land Surveyor in Boston,MA, and submitted by the
Town of Lexington,applicant,due to the fact that it does not require approval under the Subdivision Control
Law
SUBDIVISION OF LAND
149 Valod's Way Subdivision. 246 Concord Avenue.Issaians,Removal of 1991 Covenant: On the
motion of Ms.Bridge-Denzak, seconded by Mr Colman,the Board voted unanimously, 5-0,to release the
Valod's Way covenant associated with the plan entitled "Valods' Way,Lexington,MA", dated November
23, 1990, and prepared by Larson Associates,RLA, and Meridian Engineering,Inc.
RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS
150. Applications To Be Heard on November 18. 1999• Mr Galaitsis gave an oral review of the
following applications:
35 Whipple Road, side yard setback variance—recommend denial due to lack of clear hardship.
8 Raymond Street. variance involving dormer length--recommend granting with lesser degree of relief,
using 24'8"as the total length.
73 Bloomfield Street. variance for side yard setback--recommend denial due to lack of apparent
hardship.
903 Waltham Street, special permit for use and variances for height and placement of transitional
buffer—recommend denial due to lack of apparent hardship, probable over-intensity of use on this CN
parcel and partially uncharacteristic uses in a CN district; suggest scaling back, narrowing uses or
further consideration of a parcel-wide rezoning and development strategy.

151 Planning Board. Subcommittees
Visioning 20/20: Mr.Merrill reported that the Visioning 20/20 group needs to have links into the
comprehensive planning process.He will suggest some ideas to the Board in the near future.
Space&Building Needs Assessment Advisory Committee:Mr. Davies reported that he is a member of
the new Space&Building Needs Assessment Advisory Committee. ( )

HATS,Noise Subcommittee: Mr. Galaitsis reported that the Noise Subcommittee has agreed to seek
expertise from among the four HATS towns'residents.
FEMA. Mr. Colman reported that the Federal Emergency Management Agency is mounting a$25
million/year pilot program.that emphasizes flood prevention. Lexington is in the Upper Mystic River Valley
watershed.
At 9:28 p.m., on the motion of Mr. Colman, seconded by Ms. Bridge-Denzak,the Board voted unanimously
to go into executive session to consider personnel matters,namely,candidates for Planning Director.
