MEETING OF APRIL 11, 1994
The meeting of the Lexington Planning Board held in Room G-15, Town Office Building,
was called to order at 7 15 p.m. by Chairman Domnitz, with members Canale, Davison,
Merrill, Planning Director Bowyer, and Assistant Planner Marino present. Mr. Grant
was absent
69. Review of Minutes The Board reviewed and corrected the minutes for the
meeting of February 28, 1994. On the motion of Mr Canale, seconded by Mrs
Davison, it was voted 4-0 to approve the minutes, as amended.

70 Staff Renorts
a. Architectural, Design Considerations Mr. Domnitz commented on Item 45 in the
minutes of February 28, 1994 that referred to a computer word search of the Zoning
By-Law for the words 'architectural' and 'character ' Mr. Marino had completed the
search, identifying the sections that contain those phrases Mr Domnitz thought
the list should be developed further to extract the wording in addition to the
section references Mrs Davison said those citations would be very helpful to the
Design Advisory Committee
b. Nishan's Wav Subdivision Plan, Staff Analysis Mr. Bowyer distributed a copy
of the staff analysis of the Nishan's Way definitive subdivision plan on which a
public hearing will be held on Wednesday, April 13. He noted that the Board has the
responsibility to select the name of the subdivision street. If the Board does not
like a name suggested by the applicant, it can exercise its responsibility and
choose an appropriate name He asked that the Board review the waivers that are
requested by the applicant, weigh the balance of benefits to the developer and those
to the Town, and use conditions included in the approval to guarantee that the
development contains features that are in the public interest.

SUBDIVISION OF LAND
71 Dana Court, Definitive Subdivision Plan The Board reviewed a draft of a
certificate of action and decision on the special permit as prepared by the staff.
There were no changes made to the draft of either decision; they were approved as
written On the motion of Mr Canale seconded by Mrs Davison, the Board voted 4-0,
with Mr. Grant absent, to
1) approve the definitive subdivision plan, entitled "Dana Court, Lexington, MA",
dated January 20, 1994;
2) approve the certificate of action, dated April 12, 1994;
3) grant a special permit with site plan review (SPS) for a planned residential
development/conventional subdivision; and grant other special permits as cited
in the decision;
4) approve the decision, dated April 12, 1994, granting the special permit with
site plan review (SPS) , and other special permits as cited in the decision
as amended.
72. Dias Drive. Preliminary Subdivision Plan Mrs Davison reported she had
talked with Larry Whipple, local historian, about the name for the subdivision
street. She suggested it be named Schoolhouse Way because Whipple says that

property was the location of the original 18th century Franklin School. It was
agreed to change the wording of the second condition in the decision to read that
the applicant should consult Larry Whipple, local historian, rather than referring
to the Lexington Historical Society.
Mr. Domnitz questioned what would happen to the existing catch basin on Concord
Avenue which is located near the center line of the proposed subdivision street.
Mr Marino will check with the Engineering Division It was agreed to defer action
on the preliminary subdivision plan until a report on the catch basin is received

73 Article 28. Woodland Road, Transfer to LexHAB The Board discussed the issues
raised by the proposed transfer of land on Woodland Road, that serves in part as a
footpath to the Fiske School, from the School Committee to the Board of Selectmen s
jurisdiction. LexHAB proposes to build a single-family house in conjunction with
the Minuteman Regional Technical School Mr Domnitz proposed, and it was agreed,
that the Board would not make a recommendation to Town Meeting but would present
arguments which represent the Planning Board members' attitudes on both sides of the
question
74 Article 22, Land Exchange/Lowell and North Street After discussion and an
informal poll, the four members present support the transfer of land between V K
Bogosian and the Town The Conservation Commission would gain approximately 44,000
square feet in exchange for approximately 10,090 square feet of conservation� land.
