HomeMy WebLinkAboutPlanning Board Minutes, 1994-03-30 PLANNING BOARD MINUTES MEETING OF MARCH 30, 1994 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 09 p m. by Vice Chairman Davison with members Canale, Grant, Merrill, and Assistant Planner Marino present. Mr Domnitz came in during Item 63 Planning Director Bowyer was absent. He was attending the annual confer- ence of the Massachusetts Association of Planning Directors *************************** PUBLIC PARTICIPATION ************************** 63. Hardy Pond Watershed Flooding Eric Mollo-Christensen, 10 Barberry Road, owner of record of the Swommonland parcel in the Hardy Pond watershed, brought to the Board's attention the recent report by Fugro, East, an environmental consulting firm, which was contracted for by the Conservation Commission. He said that the report states that the watershed of Hardy Pond Brook is blocked on the Waltham side of the Lexington town border The flooding of the Swommonland and the private lots near it is due to the development upstream in recent years State law has given support to a court order not to issue any building permits that will cause storm water release into a blocked watershed. He hopes the Board will take account of this information in their decisions ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ SUBDIVISION OF LAND 64 Dias Drive. Preliminary Plan, Informational Meeting Mrs. Davison opened the informational meeting Nine people were in the audience Mr Marino introduced Gary Larson of Larson Associates, landscape architects for the project. Rick Waitt of Meridian Engineering Collaborative, Inc , engineers for the project, was also present. Mr. Larson presented preliminary subdivision plans for a three acre parcel off Concord Avenue The plans show three houses on a new road, 20 feet wide in a 40 feet right of way 210 feet long, with hammerhead turnaround. The houses are set back as far as possible from Concord Avenue to retain the natural appearance Many mature trees will be left undisturbed. He explained the drainage plan which takes the Swommon- land problem into account The Board encouraged the developer to consider another name for the street Tom Valkevich, an attorney representing Inez Dias, owner of 389 Concord Avenue said that his client likes the plan because it protects her privacy After some discussion the Planning Board directed the staff to include the following information and conditions in the preliminary plan indicating what will he required in the definitive plan submission. 1. The format of the plans are to be completed in accordance with paragraphs 3 4.2.6 and 2.4.6 of the 1993 edition of the Development Regulations. Minutes for the Meeting of March 30, 1994 2 ' 2 The Planning Board would like to see a different name for the subdivision street The Board suggests that local historian, Lawrence Whipple, be i consulted for suggestions. 3. The Planning Board favors the proposed hammerhead turnaround at the end of the deadend street The turnaround must be designed to comply with the standards in section 3.6.2 5 4 of the Development Regulations A waiver to permit the hammerhead turnaround is not required 4. If an adjustment of the lot line between the land at 389 Concord Avenue and the subdivision is desired, it will be necessary to include the land at 389 Concord Avenue within the bounds of the subdivision If an adjustment of that lot line is proposed, it will be necessary to show the setbacks of the existing structures at 389 Concord Avenue to determine compliance with the setback requirements of the Zoning By-Law 5. The definitive plan should address the comments in the memo from the Town Engineer dated March 22, 1994 regarding the street layout, the sewer, and the drainage system 6 The ownership of the property at 389 Concord Avenue should be verified 7. The definitive plans should show catch basin #8 relocated to the edge of the new subdivision street. 8 Vertical granite curbing should be provided on the rounded portion of both sides of the right of way.
