HomeMy WebLinkAboutPlanning Board Minutes, 1994-02-14 PLANNING BOARD MINUTES MEETING OF FEBRUARY 14, 1994 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 41 p.m. by Chairman Domnitz, with members Canale, Davison, Grant, Planning Director Bowyer, and Assistant Planner Marino present Mr. Williams was absent. *********************** ARTICLES FOR 1994 TOWN MEETING *********************** 32 Article 24, Jumbo Houses It was agreed that at both the public hearing and the Town Meeting Mrs. Davison will provide a general overview of the proposed amendment, with Mr Domnitz available as a technical backup It was agreed to revise the order of hearing to delete questions from other Board members when the Planning Board is the proponent of the amendment ************************* REGIONAL, INTERTOWN ISSUES ************************* 33 Met. State Hospital Land Task Force Mr. Marino presented information on population and housing characteristics in Belmont, Lexington and Waltham, drawn principally from the U S Census That information is part of a housing needs assessment being prepared for the Met State Hospital Land Task Force. ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ APPLICATIONS TO THE BOARD OF APPEALS 34. Land Use Regulations Mr. Domnitz reported on the Board of Appeals hearings held on February 10, 1994. One member, Mr. McWeeney, expressed reluctance to make an architectural judgement on a case involving the conversion of a one family dwelling into two dwelling units Other members of the Board of Appeals did not comment on the architectural treatment Section 5 3.2 of the Zoning By-Law requires that the Board of Appeals determine that "the "architectural character of a detached, one-family dwelling is maintained." Mrs. Davison advocated sending a letter to the Board of Appeals pointing out that provision and recommending the Board of Appeals consult with the Design Advisory Committee if it is reluctant to make architectural determinations Mr. Domnitz and other Planning Board members thought that it would be better if the chairman of the Planning Board had an informal discussion with the chairman of the Board of Appeals. Mr Grant left the meeting at this time ********************************** REPORTS ********************************** 35 Planning Board, Subcommittees a. SPAIAG Mr Bowyer distributed a "Report on the Community Conversations" which is a summary of eight meetings held in September and October by the Strategic Planning and Implementation Group (SPAIAG) . Mr. Domnitz reported that Chairman Dailey of the Selectmen had invited him to meet with members of the SPAIAG on Wednesday, February 16 at 7 00 p m. prior to the 7 30 meeting to present the findings of the SPAIAG. The earlier meeting is to formulate a questionnaire to be sent to a sample of Lexington residents to assist in determining what direction the community should go. Representatives from the Mercer Company, a professional Minutes for the Meeting of February 14, 1994 2 polling organization located in Lexington, will assist in the design of the questionnaire. Mrs Davison suggested that questions about land use be included. b. HATS Mr Canale reported that he had met with the Planning Board members from the other three communities to discuss their role in the HATS process. He asked that copies of Chapter 40 Section 4I , that governs regional planning commissions, be furnished to all the Board members and that the staff provide copies of the minutes of the meetings where the revised organization for HATS was discussed. ******************* PLANNING BOARD ORGANIZATION, SCHEDULE ******************* 36 March Meeting Schedule It was agreed there will be a full meeting of the Board on March 14, when a public hearing on a subdivision application is scheduled. Thereafter, there will be one hour meetings on March 21, 23, 28 and 30, preceding Town Meeting sessions There will not be a meeting on March 7. The meeting was adjourned at 9 38 p.m / Richard L.
