HomeMy WebLinkAboutPlanning Board Minutes, 1993-09-27 PLANNING BOARD MINUTES MEETING OF SEPTEMBER 27, 1993 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 37 p m by Chairman Williams, with members Canale, Davison, Domnitz, Planning Director Bowyer, and Assistant Planner Marino present Mr Grant arrived during Item 127 ************************ PLANNING BOARD REGULATIONS ************************** 128 Revision of Develonment Regulations, Including Subdivision Regulations The Board reviewed the most recent draft of Chapters 1 through 5 of the Development Regulations, including the Subdivision Regulations, making a number of changes As the Board reviewed each chapter, Mr Bowyer reported on comments and suggestions made by Sam Sleiman, Assistant Town Engineer, who had reviewed the September 15 draft thoroughly. Mr Grant left the meeting at the end of the editing session due to illness On the motion of Mr Canale, seconded by Mrs Davison, the Planning Board voted 4-0, with Mr Grant absent a. to approve the draft of Chapters 1 through 4, dated September 15, 1993, and Chapter 5, which is dated August 31, 1993, with the revisions made and agreed to this evening, as the final draft of the Development Regulations, including the Subdivision Regula- tions, to be presented at a public hearing; and b to make arrangements for a public hearing to be held Monday, October 25, 1993 Mr Bowyer commented that there were several steps to be done before the public hearing and the adoption/publication of new Development Regulations The forms in the Appendix will be revised. The staff will prepare flow charts showing the sequence and time periods for various actions. The staff will prepare more elaborate checklists — for use by both the staff and the appli- cant. There will be a comparison of the major changes between the 1986 and 1993 editions of the Development Regulations. The staff proposed to notify by mail all developers, engineers and landscape architects who have worked on developments in Lexington recently They could then purchase copies of the summary comparison of the two editions or the final draft of the Regulations. The Board suggested that others, that might be interested, be contacted. They suggested the Design Advisory Committee, the Chamber of Commerce and the TMMA President ******************************* IN MEMORIAM ********************************** Mr Williams remarked on the recent death of Eric T Clarke Mr Clarke made an important impact on land use decisions in Lexington during the ten years, from 1968 to 1977,. he was a member of the Planning Board He served as its chairman for a number of those years. iJ Minutes for the Meeting of September 27, 1993 2 ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 129. Applications To Be Heard on September 30. 1993 Mr. Domnitz gave an oral review of the following applications 987 Waltham Street, Lexington Ridge, special permit to install three temporary construction signs that exceed the 20 sq ft maximum. The Planning Board members thought the proposed sign inappropriate and the overall size too big; They agreed to recommend denial of this applica- tion The Board agreed to make no comment on the applications below 80 Bedford Street. James and Mary Johnston, special permit for an accessory apartment in an accessory structure 482 Bedford Street, Beth Israel Hospital/Childrens' Hospital Corp , variance to allow construction of a bulk oxygen storage tank The Board also reviewed the application below scheduled to be heard on October 14, 1993 442 Marrett Road, Dean Curtin, Trustee of Joseph Bridge Realty Trust, special permit to install a sign During their discussion of the proposed sign, the Planning Board members questioned if this use of the space by the Boston Globe is allowed by the Zoning By-Law in the CS zone. They also noted that the installation of the sign pre-dates its approval and questioned whether other tenants in the building are likely also to want standing signs. ********************************** REPORTS ********************************** 130 Planning Board Subcommittees Design Advisory Committee Mrs Davison reported that the Boston Edison Company is proposing to install brick sidewalk and benches along the side of its building that faces Massachusetts Avenue The meeting was adjourned at 10 12 p m 47c11414/1 ., cyr- Jacqueline B.
