HomeMy WebLinkAboutPlanning Board Minutes, 1993-08-16 , PLANNING BOARD MINUTES MEETING OF AUGUST 16, 1993 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 8 00 p m. by Chairman Williams, with members Canale, Davison, Domnitz, Grant, Planning Director Bowyer, and Assistant Planner Marino present. ********************************* MINUTES ********************************* 114. Review of Minutes The Board reviewed the minutes for the meetings of July 8 and July 29, 1993 On the motion of Mr. Grant, seconded by Mr. Domnitz, they voted unanimously to approve the minutes, as written. ************************ PLANNING DIRECTOR'S REPORT *********************** 115. Staff Reports a. Webb and Woburn Street. Rollout of Plans The Board briefly looked at a number of alternative plans, provided by the developer, for a five-lot subdivision on a 4. 1 acre site on Webb and Woburn Streets. SUBDIVISION OF LAND 116. 669 Massachusetts Avenue. Direction to the Staff Having walked the site of this proposed subdivision earlier in the evening, the Board advised the staff to inform Carter Scott, the developer, of their recommendations, as follows. While they are pleased with what they have seen so far, and support the proposed concept for the use of the propertyy they would like to see included in the next plans to be submitted better demarcation of the property line in the rear (perhaps with a stone wall) , a path from the street into town owned land, and a 20 foot wide road with a sidewalk. Absolute protection of the hill is required. The Planning Board would like to see the layout of the right-of-way and the_ dwellings staked in the field for their inspection. The developer should flag the trees to be remved. One particularly large tree that he plans to cut down for the road should be replaced with a mature specimen Mr Bowyer said that while a cluster subdivision allows more flexibility in the siting of buildings and requires lesser setbacks, Mr. Scott wants to build single-family houses in a conventional subdivision. He also wants to come in next with a definitive plan While he has every right to do this, he should be told that submitting a preliminary plan before the definitive plan may actually be the most expeditious route to approval of his final plans. At 8 16 the Board adjourned to the Selectmen's meeting room to hear Mr. Domnitz present his report on the Strategic Assessment Report to the Massachu- setts Aeronautical Commission on Hanscom Field. They resumed their meeting at 9:00 in Room G-15 Mr. Grant did not return to the meeting Minutes for the Meeting of August 16, 1993 2 ************************ PLANNING BOARD REGULATIONS ************************** 117. Revision of Development Regulations The Board discussed the draft ( ' Chapter 5, Unaccepted Streets, dated July 29, 1993 and agreed to begin a 1 detailed review at its August 31, 1993 meeting when all members will be present. ********************************** REPORTS ********************************** Planning Board. Subcommittees 118 Strategic Planning Committee Mr. Williams reported that Selectman Chair Bill Dailey informed him that Mr. Grant will be appointed to represent a civic organization on the Strategic Planning group formed in response to a 1993 Town Meeting Article It was agreed Mr. Grant will report to the Planning Board on the group' s progress, though he will not officially repre- sent the Planning Board.
