MEETING OF JANUARY 25, 1993
The meeting of the Lexington Planning Board held in Room G-15, Town Office
Building, was called to order at 7 37 p.m. by Chairman Williams, with members
Davison, Domnitz, Wood, Planning Director Bowyer, and Secretary Tap present.
Mr. Grant arrived during Item 6 James Nicoloro, a candidate for the Planning
Board, was present

6 Revision of Subdivision Regulations The Board completed its review of
Section 6, Design Standards, of the Subdivision Regulations.

7. Letter to Town Manager. Projected 1993 schedule for Board and Staff
The Board agreed to the wording of a letter to the Town Manager stating their '
commitment to undertake a comprehensive plan. A monthly schedule for 1993 is
attached to the letter. The Board further discussed the implications of doing
a master plan. Mr Bowyer said he would supply them with information and
guidance about the process as it becomes necessary

8. Zoning Amendment Articles There was some discussion about points
raised in the January 20, 1993 Building Commissioner's review of the Board's
proposed zoning amendment articles. Mr. Williams described the procedure to
be followed at public hearings

RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS
9. Applications To Be Heard on February 11 1993 Mr Williams gave an
oral review of the following applications
8 Bicentennial Drive, Charles Tang, special permit for antenna to remain
installed. On the motion of Mrs. Davison, seconded by Mrs. Wood, the
Planning Board voted 4-1, Mr. Domnitz opposed, to recommend heavy
planting be required to screen the view of the antenna from the street
and neighbors
277 Bedford Street Mobil Oil Corp. , variance to install canopy 18' in
height over pump island

screening to install canopy The Board agreed to defer to the sugges-
tions of the Design Advisory Committee. But they do note that the
public telephone on the premises is too close to the adjacent residence.
They recommend that the Board of Appeals consider asking the applicant
to move it to the opposite side of the building, near North Hancock
Street.

10 Muzzev Street, Darrow Bookstore, special permit to sell hot beverages
in the bookstore. On the motion of Mr. Williams, seconded by Mr Grant,
the Board voted 3-1, Mrs Davison opposed, to make no comment on this
application Mr Domnitz abstained
The Board agreed to make no comment on the application below, also scheduled
to be heard on February 11, 1993.
90 Hancock Street, Harold and Helen Millican, renewal of special permit
to continue operating a privately-owned recreational facility

10. Recent Activity
a. Garfield Street, sketch plan The Board looked briefly at a
sketch plan for a single-family dwelling at 68 Garfield
Street.

11. Schedule chances
a. The Executive Session with the Board of Selectmen has been
re-scheduled to Monday, February 1, 1993 at 7 35 p m. The
Board set a meeting for Monday, February 1, 1993
12 Tracer Lane The Board discussed its upcoming meeting with the Board of
Selectmen to consider the Town's position vis a vis the recent court decision
in the Harold Nahigian v Town of Lexington case
