HomeMy WebLinkAboutPlanning Board Minutes 1992-09-30 PLANNING BOARD MINUTES MEETING OF SEPTEMBER 30, 1992 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7:36 p m. by Chairman Williams, with members Domnitz, Grant, Planning Director Bowyer, and Secretary Tap present. Mrs. Davison and Mrs. Wood arrived during Item 141 . *************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS *************** DETERMINATION OF GRADE AND CONSTRUCTION OF UNACCEPTED STREETS 141. Bennington Road. status re Zoning Man Mr. Bowyer explained that Bennington Road appears on the Zoning Map correctly, but it appears incor- rectly on the list of Non-Streets That Do Not Appear on the Zoning Map. A site visit showed that the unaccepted section of Bennington Road described below is paved wider and appears to be in better condition than the adjoining public section of the Road Part of Bennington Road should appear on the list of Unaccepted Streets That Appear on the Zoning Map; the remainder should continue to appear on the list of non-streets. On the motion of Mrs. Wood, seconded by Mr. Grant, the Board voted unanimously to make the following changes in the lists: A. to add to the list, UNACCEPTED STREETS THAT APPEAR ON THE ZONING MAP "Bennington Road", map grid. "7D" , Location: "from end of public way", Length: "200 ft " ; B. To revise the list NON-STREETS THAT DO NOT APPEAR ON THE ZONING MAP, in the entry for Bennington Road under the section heading "Type Reason" so it now reads "Private Drive -- from the end of the unaccepted portion to Pelham Road, more than 10% grade, narrow, one-]ane" PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW 142. Form A/92-5 Lots 63A-1 & 63B-1. Muzzev and Forest. Streets The Board reviewed a plan showing that an irregular lot line between lots 63A-1 and 63B- 1 is being straightened . On the motion of Mrs. Davison, seconded by Mr. Domnitz, it was voted unani- mously to endorse the plan entitled "Plan of Land in Lexington, Mass." , dated Sept. 22, 1992, certified by William F. McNary, Registered Professional Land Surveyor, with Form A/92-5, by applicant William H. Hamilton, Trustee, Lincoln Park Realty Trust, as it does not require approval under the Subdivision Control Law RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 143. Hearings Scheduled for October 8, 1992 (David Williams reporting) L . Minutes for the Meeting of September 30, 1992 2 The Board agreed to make no comment on the following applications `--1 440 Bedford Street, Travelodge, determination that a proposed change of an existing sign constitutes a minor revision to the special permit 1707-Rear Massachusetts Avenue, Hit and Run Sportscards, special permit to install a projecting sign 184 Bedford Street, Bryan Pickering, special permit to operate take out and fast food. There will be no cooking on the premises (Mrs Davison wishes to encourage the applicant to have some sort of container garden outside (e g , window boxes). ************************ PLANNING BOARD REGULATIONS ************************** 144 Revision of Subdivision Regulations The Board reviewed all of Section 4, Application Requirements, Approval Procedures, first draft dated 11/4/91. At the next meeting in which the Board reviews the draft of the Subdivision Regulations, the review will resume with Section 1, Authority Purposes, first draft dated 5/29/92 ******************* PLANNING BOARD ORGANIZATION, SCHEDULE ******************* 145 Schedule through December The Board agreed on the following schedule of meetings in October, November and December. Wednesday, October 7; Monday, October 19; Monday, November 2; Monday, November 9; Monday, November 16; Monday, November 30; Monday, December 14; and, Monday, December 28, 1992 *************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS *************** SUBDIVISION OF LAND 146. Holderness Court, Reauest for Final Release of Surety The Board reviewed a memorandum from the Town Engineer, dated September 14, 1992, which indicates that the as-built plans of the Holderness Court subdivision contain incorrect information The Town Engineer recommends that the surety be z retained. On the motion of Mrs. Wood, seconded by Mr. Grant, the Planning Board voted unanimously to deny the applicant's request for release of surety and to retain all the surety, in the form of Passbook #102-5320 from the Guaranty O First Bank in the amount of $37,000, plus interest, which is being held for the completion of the community facilities at the Holderness Court subdivi- sion. *********************** ARTICLES FOR 1993 TOWN MEETING *********************** 147. Lowell Street Site RD Pr000sal Mr Bowyer explained the tables prepared by the staff which compare all of the multi-family developments in Lexington Mrs Davison and Mrs Wood felt that the tables should be sent to Mr I{elley and Mr. Perry with the letter outlining the Planning Board's J positions on various aspects of their proposed multi-family development. The Board especially wants this development to move the Town toward its goal of Minutes for. the Meeting of September 30, 1992 3 having 10% of its housing stock be certified low- and moderate- income housing ( units. It is important that the applicants realize the increase in land value they will receive if Town Meeting grants the rezoning of the parcel on Lowell Street. The Board reviewed a draft letter to the applicants. They agreed that its purpose was to give the applicants direction, and that the Board's positions were subject to modification as more information becomes available and the process moves forward. ********************************** REPORTS ********************************** 148. Planning Board. Subcommittees a. Widening of Route 2A Mrs. Davison reported that Route 2A, between Route 128 and Massachusetts Avenue will be widened to five lanes. Traffic signals are proposed at two intersections. The Selectmen support this project. Mrs Davison said that many of those at the hearing felt that the road design is too wide, and are concerned about the filling of the wetland. b. Commuter Bikeway Committee Mrs. Wood reported that there will be a meeting of the committee on October 28 Mr. Williams observed that the bikeway is very busy, and is having a real impact on Lexington Center. He wondered if there is something the Planning Board could be doing, or antici- pating doing, as a result of increasing use of the bikeway. The meeting was adjourned at 10 40 p.m. C1et Edmund C.
