HomeMy WebLinkAboutPlanning Board Minutes 1992-07-29 PLANNING BOARD MINUTES MEETING OF JULY 29, 1992 The meeting of the Lexington Planning Board held in Room G-3, Town Office Building, was called to order at 7 39 p.m. by Chairman Williams, with members Davison, Domnitz, Grant, and Planning Director Bowyer present. Mrs. Wood was absent. ************************ PLANNING DIRECTOR'S REPORT *********************** 114. Lowell Street Site Peter Kelley was present and protested that the Board was not acting that evening on its decision on the sketch plan he had submitted. The Board responded that this item had been scheduled for the August 17 meeting. Later in the evening, during the discussion of the draft of the Subdivision Rules and Regulations, Mrs. Davison urged that a letter be sent from the Planning Board to the Design Advisory Committee requesting their involvement in the review of the multi-family housing proposal for the Lowell Street site. After a discussion, on the motion by Mr. Domnitz, seconded by Mr. Grant, it was voted to defer that matter to the August 17 meeting. Mr. Domnitz asked that the staff research how the proposed multi-family housing development could qualify to count toward the Town's Chapter 40B requirements for low-and moderate income housing. ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ SUBDIVISION OF LAND 115. Wright Street Extension: Chairman Williams conducted an informal poll of the Board for the purpose of providing direction to the staff to prepare a decision. Mr. Grant said he supported the recommendations and position of the Town Engineer Mr. Domnitz, Mrs. Davison and Mr. Williams each indicated they were inclined to approve the subdivision plan if conditions could be included in the decision which would resolve the few remaining design issues Chairman Williams suggested that the applicant, Mr. Jung, or his engineer, meet with the Town Engineer to resolve the remaining issues. The Board agreed to request the Town Engineer to attend the August 17 meeting to help the Board with the technical features of the outstanding design issues. PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW 116. Form A/92-4. 12 Larchmont Lane The Board reviewed a plan showing that Lot 14D is to be deeded with Lot 15, and Lot 14C is to be deeded with Lot 14A. Lots 14C and 14D are not to be considered as individual building lots. On the motion of Mrs. Davison, seconded by Mr. Williams, it was voted unani- mously• to endorse the plan entitled "Plan of Land in Lexington, Mass , dated July 23, 1992, certified by John B. Paulson, Professional Land Surveyor, with Form A/92-4, by applicant Carolyn E. Noble, as it does not require approval under the Subdivision Control Law. Design Standards, Subdivision Rules and Regula- tions Mr. Bowyer distributed the draft of Section 6, and explained he had solicited advice from Sam Sleiman, Assistant Town Engineer, and Marilyn Nordby, Conservation Administrator. He anticipates a more detailed response from Mr. Sleiman when he has had more time to study the draft. Mr Bowyer pointed out a memorandum from Ms. Nordby outlining objectives and criteria for foot paths in conservation areas. Mr. Bowyer commented that there needed to be some dimensional standards in addition to the verbal statements. Chairman Williams will discuss this matter with Chairman Joyce Miller of the Conservation Commission. Mr Bowyer reported that he believes it is necessary to scale back the scope of the revision of the Development Regulations outlined in a June 1991 memorandum. He distributed an outline comparing the revised scope with that of June 1991. He commented that this reduced scope is necessary to complete the Subdivision Rules and Regulations in view of the current pace of the review. The meeting was adjourned at 10 13 p.m. Edmund C.
