HomeMy WebLinkAboutPlanning Board Minutes 1992-05-04 PLANNING BOARD MINUTES MEETING OF MAY 4,1992 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 04 p.m. by the Chairman, Mr. Williams, with members Davison, Wood, Planning Director Bowyer, Assistant Planner Marino and Secretary Tap present. Mr Grant arrived during Item 76. Mr. Domnitz was absent. 75. Review of Minutes The Board reviewed and corrected the minutes for the meetings of March 2, March 9 and April 29, 1992. On the motion of Mrs. Wood, seconded by Mr. Williams, it was voted 3-0 to approve the minutes as amended. ************************ PLANNING DIRECTOR'S REPORT *********************** 76. Staff Reports: a. Wright Street Extension Mr. Bowyer reported that on May 4, Fred Russell of the BSC Group-Bedford, Inc. , filed the Definitive Subdivision Plan entitled the Wright Street Extension development. b. 1992 Zoning By-Law• Mr Bowyer also reported that Mrs. Tap is updating the 1992 Zoning By-Law, and that it will probably go to the printer by the end of the week. ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW 77. Form A/92-3. Meriam Street and Oakmount Circle The Board reviewed a plan that adds two small lots to two existing lots, one with frontage on Meriam Street and the other with frontage on Oakmount Circle, each with adequate frontage on a public way. Mr. Grant stated that he would abstain from considering this application as he represented one of the applicants in another matter unrelated to this applica- tion. On the motion of Mrs. Wood, seconded by Mrs. Davison, it was voted 3-0, Mr. Grant abstaining, to endorse the plan entitled Subdivision Plan of Land in Lexington, MA, dated March 26, 1992, certified by John L. Noonan, Professional Land Surveyor, with Form A/92-3, by applicant John M. Farrington, as it does not require approval under the Subdivision Control Law. RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 78. Applications To Be Heard in May. 1992 Mr. Grant gave an oral review of the following applications 647 Lowell Street, Mobil Oil Corporation, special Hermits in accordance with sections 13.1.4, 13.2.5, 13.4.4, 10 3.1, and 10.6.1 to replace signs; and to modify the transitional landscape screening Minutes for the Meeting of May 4, 1992 2 The Planning Board applauds the landscape plan generally and the screening for the residential lot behind the gas station to the east of the site, but notes that the plans do not show the required landscaping and transition area on the north side of the site where it abuts the RO residential zoning district and a one family dwelling. The Planning Board urges the Board of Appeals to continue the hearing until the plan is in compliance with landscaping and screening requirements on the northerly side of the site or until the appli- cant details reasons why relief from the screening requirement should be made. The Board agreed to make no comment on the applications below that are also scheduled to be heard by the Board of Appeals in May, 1992. 647 Lowell Street, Mobil Oil Corporation, variance, from the 30' front yard setback requirement (Table 2) to construct a service station canopy and replace the existing pump islands 11 Garfield Street, Judith E.
