HomeMy WebLinkAboutPlanning Board Minutes 1992-03-23 PLANNING BOARD MINUTES MEETING OF MARCH 23, 1992 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 07 p m by the Chairman, Mr Williams, with members, Davison, Grant, Wood, Planning Director Bowyer, Assistant Planner Marino and Secretary Tap present. Mr Domnitz arrived during Item 52 ************************ PLANNING DIRECTOR'S REPORT ************************** 49. Planning Director Mr Bowyer reported that he had been contacted by a developer and that a subdivision proposal for 160-170 Wood Street will be filed in the near future ******************** ARTICLES FOR 1992 TOWN MEETING ************************* 50 Article 22 . Dimensional Controls. Institutional Uses Several members reported that they had received calls from people expressing concern over this article The Selectmen are concerned because Cary Library has plans to expand and it faces a residential zone on the Clarke Street side The Board determined that since the expansion would not be in this direction that the amended By-Law would not apply Mr. Domnitz thought that the existing parking requirements would be more of a problem for the Library. 51 Article 23, Adjustments, Signs It was agreed that there is a need for another meeting of those concerned with this proposed amendment, in particular those who attended the February public hearing. The design guidelines requested by affected groups should be written by April 29, after which the article will be considered by Town Meeting. Mrs Davison felt that the Dixon Associates document could be edited to serve this purpose, and the sign application itself, which is very small, could be revised to be more helpful to the applicant and the SPGA ********************* INTERDEPARTMENTAL COORDINATION ************************ 52 Town Engineer Frank Fields described the services that the Engi- neering Department provides to citizens and to the Planning Board, particular- ly subdivisions He said that Engineering provided about $75,000 worth of services on subdivisions in the 1990 Fiscal Year and about $20,000 in the 1991 Fiscal Year Due to reductions in staff this service may not be delivered as quickly as in the past but it will continue to be made available. Mr. Williams asked about fees charged for their services. Mr. Fields explained that Engineering does not charge fees directly. Mr. Williams thought that with their records, that prove costs of services, they could justify fees Mr. Bowyer reported that the Planning Board, as an elected body, can set its own fees He recommended it consider higher fees to cover the cost of inspec- tion services that Engineering provides. The Board will support the Engineer- ing Department at Town Meeting. Meeting Schedule for remainder of March April The Board agreed to cancel the meeting scheduled for March 30. There will be meetings on April 6 and April 13 at 7 30 p.m. and April 29 at 7 00 p.m. The April 13 meeting will be for those concerned with the sign amendment.
