HomeMy WebLinkAboutPlanning Board Minutes 1992-03-16 PLANNING BOARD MINUTES MEETING OF MARCH 16, 1992 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7 35 p m. by the Chairman, Mr. Williams, with members, Davison, Grant, Wood, Planning Director Bowyer, Assistant Planner Marino and Secretary Tap present. Mr Domnitz and arrived during Item 49. ************************ PLANNING DIRECTOR'S REPORT *********************** 44. Recent Activity a. National Tire Wholesale Traffic Study• Planning Director Bowyer reported that he had received the Traffic Study prepared for National Tire Wholesale in its application for a special permit at 581 Marrett Road. b. Met State Land Use Mr. Williams reported there will be a meeting of the Metropolitan State Hospital Land Use Task Force on Wednesday, March 25, 1992 at 3 00 p.m. in the Selectmen's Meeting Room in the Town Office Building ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************ RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 45. Annlications To Be Heard on March 26. 1992 Mrs. Wood gave an oral review of the following applications Seasons Four. 1265 Mass Avenue. Renewal of a Special Permit._ The Board agreed to recommend that business hours be consistent with those of the other garden centers in town, with the condition that the closing hour be no later than 8 00 p.m ; that a condition be placed in the Special Permit that prohibits the sign on Massachusetts Avenue from being lit during non-business hours; and that a condition be placed in the Special Permit that prohibits parking between the bike path on the railroad right-of-way and Massachusetts Avenue The Board feels that prohibiting parking in this area is especially important now that work on the bike path has begun The Board also will recommend that particu- lar attention be paid to any complaints from abutters regarding spillover lighting from the rear of the operation. The Board agreed to make no comment on the applications below also scheduled to be heard by the Board of Appeals on March 26, 1992 Thomas and Kathleen Rizzo 29 Hillcrest Avenue. Article 23. Adiustments. Signs Mrs. Davison distributed a redraft of the proposed amendments of the report to Town Meeting and a chart outlining the sign provisions in various commercial districts. On the motion of Mrs Wood, seconded by Mrs. Davison, it was voted unanimously to accept the report as corrected. Mrs Davison then reported on her discussions with various persons on the proposed amendment to the sign section She has been urged by Frank Sandy to eliminate references to specific sizes. It would then be important to have a set of guidelines to help applicants and the SPGA A report prepared by David Dixon Associates, Design Guidelines for Commercial Districts, Vol. II could be used. Mrs. Davison felt that the amendment should be accomplished this year because, as the economy improves, the now vacant stores will be rented to businesses which will need signs The other Board members urged caution as last minute efforts usually lead to mistakes. It was decided to ask Town Meeting to consider the article in late April when Town Meeting resumes. Mr Williams left during item #48. Vice-Chairman Domnitz assumed the chair. 48 Article 22, Dimensional Controls. Institutional Uses Mr Domnitz described his Town Meeting presentation. 47 Article 20.
