HomeMy WebLinkAboutPlanning Board Minutes 1990-04-23 PLANNING BOARD MINUTES MEETING OF APRIL 23, 1990 The meeting of the Lexington Planning Board held in the Room G-15, Town Office Building, was called to order at 7:09 p.m. by the Chairman, Mrs. Wood, with members Domnitz, Klauminzer, Uhrig, Williams, Assistant Planner Nordby and Secretary Peters present. ********************* ARTICLES FOR 1990 TOWN MEETING ******************* 101. Article 55. Review of Draft Planning Board Report The Board reviewed a draft, dated April 18, 1990, making corrections. Mrs. Wood noted that the objective is to come up with a consensus report of the majority. The Board agreed to vote on the revised report on Wednesday, April 25, 1990. 102. Article 56. Review of Draft Planning Board Report The Board reviewed a draft, dated April 18, 1990, making corrections. The staff was directed to prepare the report following the same format used in the Article 55 Planning Board report, incorporating comments from the base outline of the Article 55 report, and including the corrections made in that report, where pertinent. The Board agreed to vote on the revised report for Article 56 on Wednesday, April 25, 1990. ************* ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 103. Hearings Scheduled for Mav 10 1990: Mr. Williams gave an oral review of the following applications to be heard by the Board of Appeals. 229-331 Marrett Road, Giuseppe Raponi, variances to allow construction of an addition for commercial use on the east side of an existing two family dwelling, located in the CN district, with a floor area ratio of .35, instead of the required .20, and two stories instead of the required one story. Mr. Williams reported the applicant wishes to enlarge the existing dwelling rather than tear it down and rebuild a more modern structure. He noted that if this were done, the applicant could only rebuild a one story building and would have to conform to all of the zoning requirements of the CN zoning district, including conform- ing to a smaller FAR. On the motion of Mr. Williams, seconded by Mrs. Klauminzer, it was voted 5-0 to recommend the application be denied since none of the statutory criteria, relating to soil conditions or topography, that are required for granting a variance, has been demonstrated. 16 Round Hill Road, Byron & Paula Blanchard, SP, to install a satellite receiving antenna on the north slope of the roof of a single family dwelling. Mr. Williams reported the applicant said that the excessive number of trees prevented him receiving satisfactory reception if the Minutes for the Meeting of April 23, 1990 2 antenna were located on the ground. On the motion of Mrs. Uhrig, seconded by Mrs. Klauminzer, it was voted 4-1-0 (Mr. Williams voted in the negative) to recommend the special permit be denied, since the Zoning By-Law does not allow antennas to be located on roofs. 17 Hartwell Avenue, Kendall Co. , SP in accordance with Use Table 1, Line 17.1 of ZBL for TEMPORARY USE of two 8'x8'x40' leased ground level containers for the storage of office equipment, furniture, pilot plant equipment, supplies, etc for up to one year. The Board agreed they had no objection, on the condition that the temporary use was allowed for no more than one year, and was not renewable for any length of time.
