MEETING OF APRIL 10, 1990
The meeting of the Lexington Planning Board held in Room G-15, Town Office
Building, was called to order at 7 37 p.m. by the Chairman, Mrs. Wood, with
members Domnitz, Klauminzer, Williams, Planning Director Bowyer, Assistant
Planner Nordby and Secretary Peters present. Mrs. Uhrig was absent.
85. Review of Minutes. The Board reviewed the minutes for the meeting of
March 19, 1990, making corrections. On the motion of Mr. Williams, seconded
by Mr. Domnitz, it was voted 4-0 to approve the minutes, as amended.
The Board reviewed the minutes for the meetings of March 26 and 28, 1990. On
the motion of Mr Williams, seconded by Mr. Domnitz, it was voted 4-0 to
approve the minutes, as written.
The Board reviewed the minutes for the meeting of April 2, 1990. On the
motion of Mr. Williams, seconded by Mr. Domnitz, it was voted 3-0-1 (Mrs.
Klauminzer abstained because she was absent from the meeting) to approve the
minutes, as written.

86. Planning Director
a. Income Definition for Affordable Housing Mr. Bowyer distributed
revised copies of the income definition, as of April 1, 1990, for the
Board's review. Members agreed to remove one line of the chart under
median income because it was confusing and not necessary. The revised
definition will be included with the Board's annual affordable housing
' report to Town Meeting

PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW
87. Form A/90-2. Edgewood Road & Meriam Street. Carol Reiling: The Board
reviewed a plan showing two lots, both with sufficient frontage and lot area
as required by the Zoning By-Law On the motion of Mrs. Klauminzer, seconded
by Mr Williams, it was voted 4-0
to endorse the plan entitled "Plan of Land in Lexington, Mass. (Middle-
sex County) ," dated March 20, 1990, by The BSC Group - Bedford, Inc ,
certified by Roger M. Corbin, Professional Land Surveyor, with Applica-
tion Form A/90-2, by applicant Carol Reiling, as it does not require
approval under the Subdivision Control Law.
88 246 Concord Avenue. George Issaian. Decision on Preliminary Plan. The
Board reviewed and corrected a draft decision on the two lot subdivision.
They agreed to vote on the corrected decision at tomorrow evening's meeting,
when Mrs. Uhrig can be present and make her comments prior to the vote.

******************* ARTICLES FOR 1990 TOWN MEETING ************************
89. Preparation of Articles Mr. Williams gave his presentation of the
Planning Board's recommendation on Article 37 Other members made comments
and suggestions on the presentation and discussed questions that might come
from Town Meeting Members and potential answers to them.
Mrs. Wood gave her presentation on Articles 38 and 39. Other members made
comments and suggestions on the presentation and discussed questions that
might come on the articles from Town Meeting Members.
90. Meagherville Proposals, Articles 55 and 56 Mrs. Wood reported that the
two articles will probably not come to Town Meeting before May 3, and that the
Selectmen are not scheduled to vote on which proposal they will support until
April 24, 1990. Mr. Bowyer reported he met with Lisa Alberghini of The Com-
munity Builders (TCB) , and that the staff will receive a complete set of
plans for the proposal tomorrow. He asked for direction from the Board as to
how detailed a Planning Board report should be prepared. The Board agreed it
should be as complete as possible, given time constraints
Mr. Bowyer also reported that major concerns expressed by residents appeared
to be the increase in traffic if Garfield Road and Cedar Street were con-
nected; the destruction of beautiful open space; the cost impact to the Town;
and too many school children in the school system, which will require in-
creased taxes and impose strains on Town services. He added Ms. Alberghini
has offered to present TCB's proposal for the development of affordable
housing at Meagherville to the Board at its convenience. The Board agreed to
try and schedule a meeting for Tuesday or Wednesday of next week, whichever
day is most convenient for all, and to invite TCB and the neighborhood group,
proposing Article 56, to hear a presentation of the TCB proposal.
In response to the Board's concerns over time constraints in the preparation
of Planning Board reports for the two articles, Mr. Bowyer noted the Board is
not legally required to prepare a Planning Board report since this is for the
disposition of surplus land and not for the disposition of a surplus building.
The Board agreed they needed to meet with both the neighborhood group and TCB,
before the reports can be done; that the rules for the evaluating all pro-
posals must be clearly set; and the same for all proposals. The Board gave
direction to the staff for preparation of the Planning Board reports.
91. Carcia Wood. McKeever Drive. Transfer of Surety from Fine Homes Inc. to
James Redmond Excavating Co Inc. Ms. Nordby reported that Fine Homes Inc.
is going bankrupt, and has asked to transfer ownership of the passbook to Mr.
Redmond, who will be responsible for finishing the road. On the motion of
Mrs. Klauminzer, seconded by Mr Domnitz, it was voted 3-0 (Mr. Williams had
left the meeting) to approve the transfer of surety.
The meeting was adjourned at 10 00 p.m.
