MEETING OF APRIL 26, 1989
The meeting of the Lexington Planning Board held in Room G-15, Town Office
Building, was called to order at 7: 18 p.m. by the Vice-Chairman, Mrs. Wood,
with members Klauminzer, Sorensen, Planning Director Bowyer and Assistant
Planner Nordby present. Mrs. Uhrig and Mr. Williams were absent.

119. Planning Director
a. Training Session for Department Heads: Mr. Bowyer reported that he
attended a one day training session, called Customer Satisfaction
Program, which was set up by the Town Manager to improve the quality of
service given by Town employees to the public. In line with this , Mr.
Bowyer proposed that a questionnaire be prepared by the planning staff
and distributed to Town Meeting Members, to evaluate how helpful the
Planning Board's Reports on Articles are for Town Meeting Members when
deciding how they will vote on zoning articles.

SUBDIVISION OF LAND
120. North Street, Manganello: The Board reviewed a memo from the Engineer-
ing
Department dated April 25, 1989. On the motion of Mr. Sorensen, seconded
by Mrs. Klauminzer, it was voted 3-0 to set surety at $43,000, and to accept
surety in the form of a bank pass book, with a withdrawal slip made out to the
Town, and to authorize the Planning Director to release lots A, B, and C, upon
receipt of said pass book.
121. Ingleside Subdivision: Mr. Bowyer reported that normally when a
subdivision is approved, there is a covenant shown on the plans, which pledges
the developer to build the subdivision in accordance with the plan, as
approved. Subsequently, the developer provides surety and lots are released
by the Planning Board so that they may be sold to homebuyers. When all work
is complete, the surety is released, and the street may be accepted by the
Town.
Sometime there was not a specific vote to release the covenant. In this case,
there was a general Planning Board vote to release all lots, with no specific
reference made to the release of lot 43A. Ingleside Road has been accepted as
a Town street. The vote tonight will release the covenant, and specifically
reaffirm that Lot 43A has been released, as well as all other lots in the
subdivision. On the motion of Mr. Sorensen, seconded by Mrs. Klauminzer, it
was voted 3-0 to release the covenant, and to release all lots in the Ingle-
side Subdivision, including Lot 43A.

********************* ARTICLES FOR 1989 TOWN MEETING *************************
122. Article 43, Institutional Uses: Mrs. Wood reported that Article 43 may
come up again this evening. Grace Chapel and the clergy, in general, have
become concerned about how the FAR provisions of the By-law change will affect
them, and may move for reconsideration of Article 43. The Board agreed it
will be a decision for the Moderator.
123. Article 56, Affordable Housing: Mrs. Klauminzer reported Selectman
Marshall announced Monday night at Town Meeting that he did not favor in-
definitely postponing Article 56, dealing with development guidelines for the
Meagherville school site; that he thought Town Meeting should have the oppor-
tunity to vote on this issue at this Town Meeting. On the motion of Mrs.
Klauminzer, seconded by Mrs. Wood, it was voted 2-1 to support the move to in-
definitely postpone Article 55 and 56 and to support the procedures outlined
in Selectman Eddison's letter dated April 19, 1989 for increasing the amount
of affordable housing in town.
The Meeting was adjourned at 8:02 p.m.
