HomeMy WebLinkAboutPlanning Board minutes 1989-04-10 PLANNING BOARD MINUTES MEETING OF APRIL 10, 1989 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building was called to order at 7: 06 p.m. by the Chairman, Mrs. Uhrig, with members Klauminzer, Williams, Wood, Planning Director Bowyer and Assistant Planner Bowyer present. Mr. Sorensen arrived during Item 110, and Mrs. Wood left before the meeting ended. ********************* ** ARTICLES FOR 1989 TOWN MEETING ********************* 110. Preparation for Town Meeting Presentation: The Board listened to Mrs. Wood's Board presentation of Article 43, Institutional Uses, making sugges- tions. They also discussed what position the Board will take on the Forest Street Neighborhood Group amendment to set a maximum FAR of .25 for institu- tional uses in residential districts. The Board agreed it will say it did not have enough data to support this change, but will leave it to Town Meeting to decide. Mrs. Wood left the meeting at this point. Under Article 41, Technical Corrections, Mr. Sorensen suggested that if any part of the amendments met with much opposition, he can move to divide the motion and some Board member can move to table that part. Under Article 46, dealing with limitations on how much affordable housing can be located in any part of Town, Mrs. Klauminzer discussed a revised motion for the article that is being proposed, which would move to send the amendment back to the Planning Board for further study, and require that a Planning Board report be submitted to the 1990 Town Meeting. She suggested that the Planning Board request that Town Meeting not refer it back to the Board because: 1) it is a guideline and does not belong in the Zoning By-Law, and 2) there is a question of the constitutionality of the amendment; and that these two reasons are not going change with further study. Under Article 51, Mrs. Uhrig reported she will condense the first paragraph of the Planning Board report that explains what a surety deposit is and why towns require them, when presenting the article. She will also discuss other steps the Town has to ensure the prompt completion of road construction. Under Article 58, dealing with the abandonment of Old Allen Street, Mrs. Uhrig reported that Town Counsel has said the Board does not have to make a report on this article; however, the Selectmen have asked the Board to state their support of the article at Town Meeting when the article is considered. On the motion of Mr. Williams, seconded by Mrs. Klauminzer, it was voted 4-0 to A support the abandonment of Old Allen Street. —J Minutes for the meeting of April 10, 1989 2 ****************************** REPORTS ************************************** 111. Planning Director a. Marrett Road CD - Sheraton Update: Traffic engineer, Richard Cook, reported BSC has done an analysis of the traffic study submitted by Vanasse Hangen with the proposal and that basically they are in agreement with the conclusions reached by Vanasse Hangen. He noted the right turn in - right turn out proposal will improve the flow of traffic in the area. He said the additional traffic being brought through the Mass. Avenue - Marrett Road intersection should be able to be accommodated with a minor change in the width of Mass. Ave. on its approach to Marrett Road. His recommendation is that the roadway be widened on the right hand side as you approach the intersection and that two lanes be established there. That and a police officer during peak periods, should improve traffic operations there. BSC's recommendation is that the Town, or the applicant for the CD rezoning, provide the necessary corrective measures until the Marrett Road improvements are completed. Mr. Cook added that BSC is preparing to go into the next design stage as soon as the overhead utility issue at the Minute Man National Park entrance can be 1 resolved. He estimated that resolution of this problem should allow the de- 1 sign work to be completed in 1989, possibly meeting the State schedule for bidding the job in the spring of 1990, with construction to begin in the sum- mer of 1990. He noted the State appears to want to move on this project as quickly as possible, and have been urging the Town and the consultant to get moving on this. Mr. Bowyer reported that Flatley Company has offered to impose the condition on themselves that a certificate of occupancy not be issued for the addition and remodeling until the contract is awarded or construction started for the Marrett Road improvements.
