HomeMy WebLinkAboutPlanning Board minutes 1989-04-05 PLANNING BOARD MINUTES MEETING OF APRIL 5, 1989 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7: 07 p.m. by the Chairman, Mrs. Uhrig, with members Klauminzer, Sorensen, Williams, Wood, Assistant Planner Nordby and Secretary Peters present. ************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************** RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 107. Hearings scheduled for April 13, 1989: Mrs. Klauminzer gave an oral review of the following hearings to be heard by the Board of Appeals. 21 Albemarle Avenue, Edward J. Herman, Variance, to add front stairs to a dwelling under construction. The Board agreed that when this came before the Board of Appeals as an appeal of a decision made by the Building Commissioner last June, the Board concurred with his ruling that the lots had been combined by use. It appears now that the house on the newly created lot has been sited in such a way that there is no way to add front stairs without intruding 6.7 feet into the front yard setback, so that a variance is the only remedy to the problem. On the motion of Mrs. Klauminzer, seconded by Mrs. Wood, it was voted unan- imously to comment that the Board did not look with favor on granting variances that become necessary because of circumstances such as those outlined above. The Planning Board agreed to make no recommendation on the following applica- tions also scheduled to be heard on April 13, 1989: 24 Grassland Street, Michael Perry, renew SP, continued use of 29 ft. crank-up radio tower in his rear yard extending to 75 ft. when in use. 77 Grant Street, Henry & Karen Lord, Variance, for a one-story addition to the rear of a non-conforming dwelling with a side yard setback of 7.2 ft. instead of 10 ft. as required. 10-12 Plainfield Street, Joachim and Mary Sinek, Variance, to increase the net floor area of the second dwelling in a nonconforming two-family house. 35 Hartwell Avenue, Northland Management Co., SP, to install a free- standing sign to identify tenants. 399 Lowell Street, Ilias Fanis, SP, to continue operation of the Lexington House of Pizza, with no changes except for a new owner. 1010-1012 Waltham Street, Choate-Symmes Life Care, revision to the approved SP with SPR, to cover 36 existing parking spaces with six carports and to add two small storage sheds. 1 Minutes for April 5, 1989 2 ********************** ARTICLES FOR 1989 TOWN MEETING ********************* 108. ARTICLE 44 - Sheraton CD, Marrett Road: Joining the Board for discus- sion of the rezoning proposal were Thomas Flatley and James O'Neil, represent- ing the Flatley Company. Mrs. Uhrig noted that as of last Monday, the Board's gravest concern was the existing and potential increase of traffic congestion in the Marrett Road area. She added that the Board is very reluctant to endorse any rezoning proposal that will increase traffic congestion there. Mr. Flatley responded that traffic congestion in the area was their biggest concern also. He thought their proposed traffic improvements , for the road and for the entrance and circulation pattern of the hotel, will help alleviate traffic problems already existing in the area. In response to a question from Mr. Williams as to whether Sheraton would postpone remodeling the hotel until the road work was completed, Mr. Flatley said that if their plans for the hotel can not be completed in the next year or so, they will sell it. He noted they were prepared to contribute $150,000 for the preparation of engineering plans to reconstruct the road. He added he believed there was federal money (75%) available and that the state had already committed funds for their share of the work (25%). Mr. Flatley reported that the state's and the Flatley Company's goal was to have the engineering work ready to be put out to bid in the fall of 1989, with road reconstruction to begin by the spring of 1990. In response to a request from Mrs. Wood for something in writing covering this, Mr. O'Neil stated there would be a letter to the Town Manager promptly. Mrs. Uhrig reported that Town Meeting presentation of the Sheraton, Marrett Road CD rezoning is scheduled for April 24, 1989, so the PRELIMINARY SITE DEVELOPMENT AND USE PLAN must be filed by next Friday, April 14. *************************** REPORTS **************************************** 109. Planning Board, Subcommittees: a. Rolling Oaks , Barrett Road, Comprehensive Permit: Mrs. Wood reported a proposal to build two buildings of twenty units each of low or moderate income housing under a comprehensive permit was filed at the last meeting of the Lexington Housing Authority by the Rolling Oaks Realty Corp.
