MINUTES OF FEBRUARY 27, 1989
At 7: 15 p.m., the Lexington Planning Board attended the meeting of the Board
of Selectmen to discuss:
a. Suggested Guidelines for the Development of Affordable Housing on
Vacant Public Sites, and
b. Policy Positions and Comments About Meagherville-Pine Meadows .
Individual selectmen made various suggestions for revisions to "Suggested
Guidelines ...", which was approved by the Planning Board on January 23, 1989,
but no consensus was reached by the Selectmen. In discussing the probable
inclusion of some market rate housing units, both Boards agreed the objective
should be to get the maximum number of affordable housing units while keeping
the development economically feasible, and both Boards agreed to meet again in
two weeks to resolve the differences.
At 8:00 p.m., the Planning Board moved to Room 105 in the Town Office Building
to conduct public hearings that were scheduled to begin in Estabrook Hall.
Because of an electrical power outage in part of Lexington including the
Lexington center area, the Board was unable to meet in Estabrook Hall, Cary
Memorial Hall.
A notice was posted on the door of Cary Hall and in several locations of the
Town Office Building that the meeting and public hearings scheduled to be held
in Estabrook Hall would be held in Room 105, Town Office Building. Also, a
member of the planning staff stood in front of Cary Hall from 7: 45 to 8: 30
p.m. to direct people to the relocated meeting and hearings.
The meeting of the Lexington Planning Board held in Room 105, Town Office
Building was called to order at 8:03 p.m. by the Chairman, Mrs. Uhrig with
members Klauminzer, Sorensen, Williams, Wood, Planning Director Bowyer and
Secretary Peters present. Assistant Planner Nordby joined the meeting at
approximately 8: 30 p.m.

58. PUBLIC HEARING: Article 41 - Technical Corrections
As required by Chapter 40A, the Planning Board conducted a public hearing,
beginning at 8:04 p.m., on the proposed Technical Corrections amendment to the
Zoning By-Law.
Mrs. Uhrig declared the hearing closed at 8: 23 p.m.

59. PUBLIC HEARING: Article 42 - Adjustments, Half Story
As required by Chapter 40A, the Planning Board conducted a public hearing,
beginning at 8: 24 p.m., on the proposed Adjustments , Half Story amendment to
the Zoning By-Law.
Mrs. Uhrig declared the hearing closed at 8: 37 p.m.
60. PUBLIC HEARING: Article 43 - Institutional Uses
As required by Chapter 40A, the Planning Board conducted a public hearing
beginning at 8: 38 p.m., on the proposed Institutional Uses amendment to the
Zoning By-Law.
Mrs. Uhrig declared the hearing closed at 9: 21 p.m.
61. PUBLIC HEARING: Article 46 - Concentration of Affordable Housing in RS
Districts
As required by Chapter 40A, the Planning Board conducted a public hearing
beginning at 9: 22 p.m. , on the proposed amendment to the Zoning By-Law dealing
with the Concentration of Affordable Housing in RS Districts.
Mrs. Uhrig declared the hearing closed at 10: 07 p.m.

62. Pheasant Brook II, Robert Cataldo, Preliminary Plan, decision: The Board
reviewed a draft of a decision on the preliminary subdivision plan, dated
February 27, 1989, making corrections. On the motion of Mr. Sorensen,
seconded by Mr. Williams, it was voted 4-1-0 (Mrs. Uhrig voted in the nega-
tive)
to delete the second paragraph under Recommendations.
On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it was voted un-
animously to disapprove the Preliminary Subdivision Plan entitled Pheasant
Brook II.
On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it was voted un-
animously to approve the decision, as revised, on the application for approval
of the preliminary plan. P
63. Turnburry Hill, Otis Brown, Special Permit, decision: The Board reviewed
the draft, dated February 21, 1989 of a decision on the special permit . On
the motion of Mr. Williams, seconded by Mrs. Klauminzer, it was voted un-
animous ly:
1) to grant the special permit with site plan review for the special
residential development known as Turnburry Hill in accordance with the
definitive subdivision plan approved by the Planning Board on January 9,

1989 and
2) to grant a special permit to allow two-one family attached dwellings
on the tract; to permit two semi-attached dwellings on one lot rather
than only one dwelling per lot; to permit five dwellings on one lot with
no lot lines delineated so that yard setbacks for structures are not
provided other than the setback on the perimeter of the site, as stated
as a special condition of this Special Permit.
64. CD Rezoning Petition, Hartwell Avenue, discussion: In a preliminary vote
on this petition at Town Meeting, Mrs. Uhrig, Mrs. Klauminzer and Mr. Williams
were favorably disposed to support the petition, and Mrs. Wood and Mr.
Sorensen did not favor the petition. The Board discussed some conditions that
would be presented to the applicant for discussion at an upcoming meeting.
Some of the conditions included were: a sidewalk along the front of the
property; a design that would not limit any previously proposed traffic
improvements along Hartwell Avenue; an improved planting plan; a paved rear
parking lot; and a financial contribution to pay for traffic improvements in
the area.

65. Planning Director
a. Childs Road: Mr. Bowyer reported that a definitive plan for a two
lot subdivision at the end of Childs Road was filed late today.

b. Pheasant Brook II: Mr. Bowyer reported on a meeting with Town
Manager White, Conservation Administrator Mendik and Robert Cataldo.
Mr. Cataldo said there had been a misunderstanding between himself and
Joyce Miller, Chairman of the Conservation Commission, that caused him
to start construction of the subdivision roadway.
66. Planning Board, Subcommittees
a. Lexington Center Committee: Mrs. Uhrig announced the next meeting
is scheduled for March 16, 1989. Mr. Williams will attend.
b. Moderator's Meeting: Mrs. Uhrig announced a meeting of persons
presenting articles to the Town Meeting is scheduled for March 21, at
7: 30 p.m. in Estabrook Hall; she will attend.
c. Article 43, Institutional Uses: Mr. Sorensen expressed concern over
the range of the FAR and Site Coverage figures currently under
discussion.
The meeting was adjourned at 10:55 p.m.
