HomeMy WebLinkAboutPlanning Board minutes 10-23-1995 PLANNING BOARD MINUTES MEETING OF OCTOBER 23, 1995 The meeting of the Lexington Planning Board held in Room G-3, Town Office Building, was called to order at 7.40 p.m. by Vice Chairman Canale, with members Davies, Grant, Merrill, Planning Director Bowyer, and Assistant Planner Marino present. Mrs. Davison was absent. ************************* PLANNING BOARD REGULATIONS ************************** 158. Revision of Development Regulations. The Board continued its review and editing of the third draft of Chapter 7, Planned Development Districts. On the motion of Mr. Davies, seconded by Mr. Merrill, the Board voted unanimously, 4-0, to accept the third draft, dated October 12, 1995, of Chapter 7, Planned Development Districts, as amended, and to incorporate it into the Planning Board's Development Regulations. The staff will prepare a sample letter of notice to abutters within a 300 foot radius of parcels that are the subject of rezoning proposals for the Board to review ****************** PLANNING BOARD ORGANIZATION, SCHEDULE ******************* 159 Comprehensive Plan: The Board and staff reviewed the format and schedule of Planning Board meetings and discussed ways to allot more time to preparing the comprehensive plan. Mr. Bowyer presented some quantitative material to help the Board analyze its use of meeting time. He distributed a questionnaire for Board members to complete. The questionnare addresses possible approaches and techniques for working on the comprehensive plan and having more efficient meetings. ******************** ARTICLES FOR 1996 ANNUAL TOWN MEETING ******************* 160. Marriott Coro. Assisted Living Proposal. 536-544 Lowell Street. Outreach Procedures: Mr. Bowyer reported that the letters from the Planning Board to other interested Town boards and committees soliciting their reactions to the Marriott Corporation's proposed rezoning of land at 536-544 Lowell Street have been sent. Responses have been received from the Transportation Coordinator and from the Council on Aging, which has appointed a three member team to act for it in the matter. ************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 161. Applications To Be Heard on October 26, 1995 Mr. Merrill gave an oral review of the following applications: 905B Massachusetts Avenue. Michael Brooks and Susan Martin, variances to install a shed. The Planning Board agreed that the applicants have not demonstrated that they meet the statutory criteria for granting a variance, i.e., that they would suffer substantial hardship, financial or otherwise, owing to circumstances relating to the soil conditions, shape or topography of the land or structures if a variance from the provisions of the Zoning By-Law is not granted. The Board had no comment on the following applications, also scheduled to be heard on October 26: 59 Outlook Drive. Theo Manschreck and Judy Laughery, special permit to add a second story 8 Holton Road.
