MEETING OF JUNE 5, 1995
The meeting of the Lexington Planning Board held in G-15, Town Office Building, was called to order at
7.42 p.m. by Vice Chairman Canale with members Davies, Grant, Planning Director Bowyer, and Assistant
Planner Marino present. Mr. Merrill and Mrs. Davison were absent.

94 Review of Minutes: The Board reviewed the minutes for the meeting of April 24, 1995 On the motion
of Mr. Davies, seconded by Mr. Grant, it was voted unanimously, 3-0, to approve the minutes, as written.
The Board reviewed the minutes for the meeting of May 8, 1995 On the motion of Mr. Grant, seconded
by Mr. Davies, it was voted unanimously, 3-0, to approve the minutes, as written.
The Board reviewed and corrected the minutes for the meeting of May 15, 1995. On the motion of Mr.
Grant, seconded by Mr. Davies, it was voted unanimously, 3-0, to approve the minutes, as amended.
The Board agreed to defer voting on the minutes of May 1, 1995 until their next meeting.
************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS *************
SUBDIVISION OF LAND
95 Denver Street. Preliminary Plan. Reauest for Extension of Time: The development team for the
Denver Street subdivision joined the meeting. Mr. Phelan, the applicant, upon seeing that only three
members of the Board were present, requested that the public informational hearing scheduled for that night
be postponed until the Planning Board meeting on June 19 Mr Phelan requested that time for the Planning
Board to act on the preliminary plan be extended until July 15, 1995. On the motion of Mr. Grant,
seconded by Mr. Davies, the Board voted unanimously to grant the extension.

96. Recent Activity
a. Earl Street. Sketch Preliminary Street Construction Plan. Rollout: Mr. Marino rolled out a preliminary
street construction plan for Earl Street, that was submitted by Dan Tocci on May 18, 1995 The staff has
not yet reviewed the plan in detail. The time for action on this plan expires on July 2,1995
b. 1995 Town Meeting Articles: Mr. Bowyer reported that the three Planning Board 1995 Town Meeting
Articles adopted by Town Meeting were approved by the State Attorney General on May 30, 1995
c. Lauren Victor. Summer Intern: Mr. Bowyer informed the Board that Lauren Victor, a Lexington
resident and graduate student in City Planning at the University of Pennsylvania,will be working in the
Planning Department this summer. She will be working primarily on the Economic Characteristics of
Lexington. That is the next volume in the Socio-Economic Characteristics of Lexington series that started
with Volume 1, Population Characteristics.

d. Property off Massachusetts Avenue near Roland Greelev's house: The Planning Department has
received several calls from Jeanne and Martin Sussman, 1361 Massachusetts Avenue, about plans they have
heard are being made for land near theirs. The staff informed them that no such plans have been submitted
to the Planning Department.
e. 160/170 Wood Street, Mr. Bowyer reported that Marshall Derby, LexHAB Chairman, has told him that
Paul Chisholm, working for Somerset Bank, has approached LexHAB about property at 160/170 Wood
Street. They are considering a local initiative comprehensive permit. LexHAB suggested that an RD
rezoning would be more appropriate and that the owners should talk to the Planning Department staff.
f. Grey Nuns Property Pelham Road: Mr Bowyer relayed an invitation from the Grey Nuns Society to a
breakfast meeting on June 22 to hear about their plans for developing a continuing care retirement center for
members of the Order initially and, eventually, lay people. They will seek to have the land rezoned for the
use.

97 Munroe Villaee. Endorsement of Definitive Subdivision Plan: Mr. Marino reported that the applicant
needs two plans to file registered and unregistered land —one with the Land Court, that has already been
endorsed by the Planning Board and an identical plan at the Registry of Deeds. On the motion of Mr Grant,
seconded by Mr. Davies, the Board voted unanimously, 3-0, to endorse the definitive subdivision plan,
entitled "Munroe Village, Property Rights Plan, Definitive Subdivision Plan Located in Lexington,
Massachusetts",dated June 1, 1995 for the purposes of recording in the Registry of Deeds.
PLANS NOT REOUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW
98. Form A/95-5. Oakmount Circle. Harley Anderson and Leonard J. Samia: The Board reviewed an
Approval Not Required plan for property on Oakmount Circle, above 57 Meriam Street, filed with the
Planning Department on May 24, May 24, 1995. On the motion of Mr. Grant, seconded by Mr. Davies, the
Board voted unanimously, 3-0, that:
Whereas, the Planning Board has previously endorsed an approval not required plan on May 4, 1992,
that was submitted under a previous set of Development Regulations and those regulations were
subsequently rescinded and replaced on November 19, 1993, and
Whereas, this plan changes only the delineation of the side lot line and does not change the frontage on
Oakmount Circle;
The Planning Board endorses the plan entitled "Subdivision Plan of Land in Lexington, MA, Middlesex
County", dated February 22, 1995, prepared by Noonan and McDowell, Inc., Billerica, Mass., certified
by John Lawrence Noonan, Professional Land Surveyor, with Form A/95-5, submitted by Leonard J
Samia, applicant, for Harley H. Anderson and Edward J Saab, owners, as it does not require approval
under the Subdivision Control Law
99 Form A/95-6, Currier Court: The Board reviewed an Approval Not Required plan for property on
Currier Court. On the motion of Mr. Grant, seconded by Mr. Davies, the Board voted unanimously, 3-0, to
endorse the plan entitled "Plan of Land Located in Lexington, Mass.",dated April 10, 1995, prepared by
Lanata and Associates, Woburn, Mass., certified by David D Lanata, Professional Land Surveyor, with
Form A/95-6, submitted by Roderick and Judith Crocker, applicants and owners, as it does not require
approval under the Subdivision Control Law

RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS
100. Applications To Be Heard on June 22. 1995 Mr. Grant gave an oral review of the following
applications:
4 Maeuire Road. Focal, Inc., special permit to replace a sign
The Planning Board agreed with the Design Advisory Committee recommendation that the
special permit to replace a sign be granted.
The Board had no comment on the applications below, also scheduled to be heard on June 22.
2360 Massachusetts Avenue, Charles Collazo, variance to add three-car garage and family room to
dwelling
2 Crest Circle. Rosemarie and James Manganello, special permit to allow a driveway to straddle a lot
line
101. 904 Massachusetts Avenue: Coordination with Historic District Commission: Mr. Davies reported
on a conversation he had with Stephen Politi, Chairman of the Historic Districts Commission, about recent
Board of Appeals applications for a variance and special permit for land behind 904 Massachusetts Avenue.
The special permit was granted but the variance was denied. Mr. Politi wondered if the matter was properly
before the Historic Districts Commission. That question is better answered by the Building Commissioner.
The meeting was adjourned at 9:21 p.m.
