HomeMy WebLinkAboutPlanning Board minutes 04-03-1995 PLANNING BOARD MINUTES MEETING OF APRIL 3, 1995 The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to order at 7:07 p.m. by Chairman Davison, with members Canale, Davies, Planning Director Bowyer, and Assistant Planner Marino present. Mr. Grant was absent. Mr. Merrill arrived during Item 67 **************************************** MINUTES ************************************** 67 Review of Minutes: The Board reviewed the minutes for the meeting of March 22, 1995 On the motion of Mr. Canale, seconded by Mr. Davies, it was voted unanimously 3-0 to approve the minutes, as written. The Board reviewed and corrected the minutes for the meeting of March 13, 1995 On the motion of Mr. Canale, seconded by Mr. Merrill, it was voted 3-0-1 to approve the minutes, as amended. Mr. Davies abstained as he was not present at that meeting. The Board reviewed the minutes for the meeting of March 20, 1995 On the motion of Mr. Canale, seconded by Mr. Merrill, it was voted unanimously 3-0-1 to approve the minutes, as written. Mrs. Davison abstained from voting as she was not present for that meeting. ******************************** EXECUTIVE SESSION ********************************* Mrs. Davison polled the members at 7.36 p.m. and the Board voted unanimously to go into Executive Session to consider the exchange, lease or value of real property for which public discussion could have a detrimental effect on the negotiating position of the Town and a person, firm or corporation. They reconvened in open session at 7:55 p.m. to adjourn. ************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 68. Tvnes of Applications to the Board of Anneals: In response to the Board's request for technical background, Mr. Bowyer outlined the three types of decisions that the Zoning Bylaw authorizes. This background will assist the Board in making its recommendations to the Board of Appeals. The Department Clerk will transcribe this explanation for the members and it will be included in the orientation for newly elected members. The Board of Appeals may hear an appeal of a decision or enforcement action by the Building Commissioner. The Board of Appeals may grant a variance which is authorization to violate the Zoning Bylaw There are four criteria set forth in Chapter 40A and each must be satisfied to grant a variance. He will complete this background at a later meeting by describing special permits. ************************ ARTICLES FOR 1995 TOWN MEETING ************************ 69 Article 25. 27 28: The Board discussed their presentations at Town Meeting and the effective dates of the amendments if passed. Mrs. Davison read a letter from a group of residents of Sherburn Road concerning jumbo houses. `J I Minutes for the Meeting of April 3, 1995 2 ************************************** REPORTS *************************************** 70. Committee Assienments: The Board discussed their committee assignments and, on the motion of Mr. Canale, seconded by Mr. Merrill, approved the-following list of assignments: Lexington Lighting Options Committee - John Davies, liaison; Lexington Center Committee - Ed Grant, representative; Jacqueline Davison, liaison; Lexington Bicycle Advisory Committee - Dick Canale, voting member; Hanscom Area Traffic Study Committee - Dick Canale, member, non-voting; Metropolitan State Hospital Land Task Force - Jacqueline Davison, liaison; Dick Canale, liaison; Cambridge Reservoir Watershed Advisory Committee - Jacqueline Davison; Design Advisory Committee - John Davies, liaison; Jacqueline Davison, liaison; Conservation Commission- Dick Canale, liaison, Jacqueline Davison; Historic Districts Commission- Ed Grant. Mr. Merrill said he preferred to not act as a liaison to another Town committee but is willing to work on a subcommittee of the Board on planning issues.
