Section 3 requires the director to:
"assess a civil penalty for any(late, l ed]report...of twenty-five dollars($25)per day....[up to$5,000per report]. In the case offailure tojile by a
candidate or a candidate's committee,the civilpenalty shall be assessed against the candidate;and in all other instances,the civilpenalty shall be assessed
against the treasurer of a political copt mitt ....
