Parker Room, Town Office Building 1625 Massachusetts Ave Chair Phil Hamilton opened the meeting at 6:32 pm in the Parker Room of the Town Office Building Commissioners Present: Phil Hamilton, Joyce Miller, Alex Dohan, Kevin Beuttell Others Present: Karen Mullins, Conservation Administrator and Casey Hagerty, Conservation Department Assistant 6:32pm Update on Enforcement Order: Bina Farm/John Carroll, 55/31 Allen Street Ms. Mullins explained that there was an issue with the Commission receiving the paper work so the applicant is requesting a continuance to 6/27/2016 Motion to continue the hearing to 6/27/2016 made by Mr. Beuttell and seconded by Mrs. Dohan. Vote: 4-0 in favor. Schedule Site Visits for the 6/27/2016 Meeting Site visits were scheduled for Saturday June 25, 2016. Approve Minutes: 5/16/2016, 5/31/2016 Motion to approve the minutes of 5/16/2016 made by Mr. Beuttell and seconded by Mrs. Dohan. Vote: 4-0 in favor. Vote: 4-0 in favor. th Land Use Permit Application- LARP Adventure Program, Willard’s Woods, June 18 2016 Motion to issue the Land Use Permit made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 in favor. Approve Request for Insignificant Plan Changes at DEP 201- 955, BL 913, 15 John Poulter Rd. Ms. Mullins explained that the proposed plan change involved altering the shape of the driveway. It would be a decrease in impervious surface. The commission stated that they had a few issues regarding the rain garden and some trees that were removed. They requested clarification on this before approval of the plan change. Extend Order of Conditions for DEP File No. 201-902, BL 862, Interstate 95 Highway Improvements The commission discussed whether a three-year extension of the order was appropriate for the project. The commission stated that they rarely issue three-year extensions. Motion to issue a one-year permit extension made by Mrs. Miller and seconded by Mrs. Dohan. Vote: 4-0 in favor. Issue Order of Conditions for 9 Philip Road, Bowman School DEP 201-1027, BL 985 Motion to issue the Order of Conditions for 9 Philip Road made by Mr. Beuttell and seconded by Mrs. Dohan. Vote: 4-0 in favor. Issue Order of Conditions for 145 Grove Street, DEP 201-962, BL 920 Motion to issue the Order of Conditions for 145 Grove Street made by Mr. Beuttell and seconded by Mrs. Dohan. Vote: 4-0 in favor. Issue Certificate of Compliance for 555 Lowell Street, DEP File No. 201-987, BL 945 Ms. Mullins explained that there some ongoing items at this site and the applicant is requesting a partial Certificate of Compliance. Motion to issue a Partial Certificate of Compliance made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 Issue Certificate of Compliance for 121 East Emerson, DEP File No. 201-917, BL 877 Motion to issue a Partial Certificate of Compliance made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 Issue Certificate of Compliance for 33 Fottler Ave, DEP 201-978, BL 936 Motion to issue a Certificate of Compliance made by Mrs. Dohan and seconded by Mr. Beuttell. Vote: 4-0 Reports Mr. Hamilton reported that the Planning Board is having a meeting on June 13, 2016 regarding the property on Grove Street abutting Wright Farm. Mr. Hamilton explained that the commission is an abutter to the property and has an interest in screening the Wright Farm field from the houses, protecting access to the Wright Farm and the Burlington Landlocked Forest and preserving as much open land in natural condition as is possible. He stated that the property owner is planning on filing for an ANRAD. He explained that the property owner has been considering public benefits. 6:55pm Mr. Langseth arrived. NEW MEETINGS/HEARINGS 6:57pm DET 16-21 RDA, 58 Ivan Street Owner/Applicant: Angela and Shihchung Huanh Project: Second story addition Mark Scholman- contractor Documents: RDA package 5/24/2016 Mr. Scholman explained that currently the existing home is a cape style house and the homeowner wishes to put on a second floor to make it a colonial. There would be not change on the ground and all of the work can be done from the front of the house and the driveway. Questions and comments from the Commission: The commission asked in which direction the overhang will project. Mr. Scholman explained that it will project away from the resource area. The commission asked where the staging will be done. Mr. Scholman explained that most of the staging will be in the front of the driveway. The commission asked how big the overhang will be. Mr. Scholman explained that it will be approximately two feet wide. The commission explained that this would be considered a minor project. Motion to issue a Negative Determination made by Mr. Langseth and seconded by Mr. Beuttell. Vote: 5-0 in favor. 7:05pm DET 16-22 RDA, 354 Waltham Street Owner/Applicant: Catherine Chan Project: Retaining Wall repairs Catherine Chan- Homeowner Documents: RDA Package 5/24/2016 Ms. Chan explained that she bought the house over the winter and the retaining walls and patio need some repairs. The two retaining walls are in the backyard and the patio in the back is starting to sink in. Questions and comments from the commission: The commission requested the erosion controls be put in place around the limit of work near the patio. Motion to issue a Negative Determination with conditions made by Mr. Beuttell and seconded by Mrs. Miller. Vote: 5-0 in favor. 7:05pm DET 16-23 RDA, 211 East Emerson Owner/Applicant: Catherine Yan and Jean-Baptiste Telliez Project: Second Story addition Catherine Yan- Homeowner Documents: RDA package 5/24/2016, Proposed plot plan 5/24/2016, Presentation 6/13/2016 Ms. Yan explained that she wishes to put a second story addition on their home. She explained that the foot print of the house will remain the same. The wetlands were delineated and the home addition will not extend beyond the existing house. Stockpiling will be done in the front and side of the house, away from the wetland. She also stated that they would add a limit of work line on the plan. Questions and comments from the commission: The Commission requested that guidelines be provided for how to clean out a culvert on the property. The commission stated that it looked like some leaves and yard clippings were dumped into the wetland. Ms. Yan stated that they have hired a new landscape company that does not dump clippings. The commission requested that the 25 ft. buffer be returned to natural cover and no longer be maintained as lawn. The applicant agreed to this request. Motion to issue a Negative Determination with Conditions made by Mr. Beuttell and seconded by Mr. Langseth. Vote: 5-0 in favor. CONTINUED MEETINGS/HEARINGS 7:29pm DET 16-18 RDA, 503 Lowell Street Owner/applicant: Eric Amundsen and Brindha Muniappan Project: Proposed excavation associated with a basement remodel Dale Swanson- contractor Documents: Drainage calculations Mr. Swanson explained that they provided the engineering department with drainage calculation and the engineering department approved. Motion to issue a Negative Determination made by Mrs. Miller and seconded by Mr. Beuttell. Vote: 5-0 in favor. 7:32pm Motion to adjourn made by Mrs. Miller and seconded by Mr. Beuttell.
