HomeMy WebLinkAbout2016-05-26-CPC-min Minutes of the Community Preservation Committee Thursday, May 26, 2016 Cotton Room Cary Memorial Building 1605 Massachusetts Avenue 3:00 PM Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice-Chair); Richard Canale, Jeanne Krieger, Bob Peters, Bob Pressman, Sandra Shaw Absent: Norman Cohen, David Horton Administrative Assistant: Elizabeth Lane Other Attendees: David Kanter, Vice Chair of the Capital Expenditures Committee (CEC) and liaison to the CPC Ms. Fenollosa called the meeting to order at 3:05 PM. 1) Welcome Bob Peters- Preservation Committee, was introduced and welcomed by the CPC. Mr. Peters will serve the remainder of the term vacated by Leo McSweeney. 2) Town Meeting Wrap-Up- The FY17 CPA projects recently presented to Annual Town Meeting were discussed. The CPC spoke specifically about the Grain Mill Alley and Antony Park projects and some of the issues that arose throughout the application and CPC approval process. Members remarked on the Grain Mill Alley project and the multiple changes made in the weeks preceding its presentation to Town Meeting. The CPC also spoke about the discourse between the DPW and Tourism Committee regarding the Antony Park proposal. The CPC was hopeful that project proponents would bring more consistency to the application process in the FY18 funding cycle. Mr. Wolk also spoke of the request raised on the floor of Town Meeting for a minority report on the Co. The CPC discussed options for detailing dissenting votes in the future since the Committee has not issued minority reports in the past. They agreed that it was important to document concerns about projects without putting dissenting voters on the spot when called upon for an explanation. The CPC decided it would be best to include a brief explanation of close votes in its future reports to Town Meetings. The Committee agreed to try this during the next funding cycle. 3) Wright Farm supplemental funds- Ms. Fenollosa advised the Committee about information she received from Karen Mullins about a potential supplemental request for CPA funds for the Wright Farm acquisition. Additional funds may be required for remediation and clean-up of soil contaminants found usually entertain requests for funding at fall town meetings, Ms. opinion of the potential funding request. While the amount of the request was still unknown, the CPC agreed this would be a worthy project to consider outside of the normal funding cycle, especially since it was an extension of a previously funded project. 4) Approval of Minutes- After a motion duly made and seconded, the minutes from the CPC meetings held on March 17, 2016 and March 31, 2016 were approved as submitted, 6-0-1. Mr. Peters abstained from the vote since he was not present at either meeting.
