65 Consistency in Planning Board Recommendations: The Board discussed two recent Board of Appeals
petitions and its own approach to making recommendations to the Board of Appeals. The members are
concerned that their recommendations are not always consistent. In response to Mrs. Davison's comment
that she did not understand the difference between a variance and a special permit, Mr. Bowyer agreed to
give the Board some technical background on zoning procedures at a future meeting. Mr Merrill suggested
that the American Planning Association may have some guidelines in relation to applying zoning bylaws to
specific cases.
The meeting was adjourned at 7:55 p.m.
