MEETING OF MARCH 27, 1995
The meeting of the Lexington Planning Board held in Room G-15, Town Office Building, was called to
order at 7:07 p.m. by Chairman Davison, with members Canale, Domnitz, Grant, Merrill, Planning Director
Bowyer, and Assistant Planner Marino present.

60. Review of Minutes: The Board reviewed and corrected the minutes for the Executive Session on
February 13, 1995. On the motion of Mr. Canale, seconded by Mr. Merrill, it was voted 4-0 to approve the
minutes, as written.
The Board reviewed the minutes for the meeting of February 27, 1995. On the motion of Mr. Canale,
seconded by Mr. Merrill, it was voted 4-0 to approve the minutes, as written.
Mr. Davies did not vote as he was not a member at the time of the meetings.

61 Recent Activity
a. APA Conference on Impact Fees: Mr. Bowyer reported that he and Mr. Marino attended a conference
on impact fees sponsored by the American Planning Association. He emphasized that long-range planning,
including having a comprehensive plan and a capital improvement spending plan are a prerequisite for such
fee regulations. He observed that impact fees provide funds as a result of new development and for mature
communities like Lexington that may not have much growth, a betterment assessment district is another
method for raising revenue that should be considered.

SUBDIVISION OF LAND
62. 51 Lowell Street. Mark Moore Homes, Decision on Sketch Plan: A number of residents were present
and spoke about the planned Mark Moore Homes development on Lowell street.
The Board reviewed and amended a draft decision, dated March 22, 1995, on the 51 Lowell Street Cluster
Subdivision Plan. On the motion of Mr. Canale, seconded by Mr. Merrill, the Board voted unanimously, to
approve the decision as amended. Mr. Merrill suggested to the Board that it consider appointing a
subcommittee to handle negotiations and discussions with applicants, such as Mark Moore, who develop
significant parcels of land.
************************ ARTICLES FOR 1995 TOWN MEETING ************************
63. Article 25-28. Sinn Planninn Board Reports to Town Meeting: Mr. Bowyer distributed copies of the
Planning Board Report to Town Meeting and motions for each of the articles for the Board to sign. He also
described the steps members should follow when presenting an article at Town Meeting.
The meeting was adjourned at 7:56 p.m.
