HomeMy WebLinkAboutPlanning Board minutes 11-09-1998 PLANNING BOARD MINUTES MEETING OF NOVEMBER 9, 1998 The meeting of the Lexington Planning Board held in Room G-15,Town Office Building,was called to order at 7:05 p.m. by Chairman Merrill with members Colman,Davies, Galaitsis, Selectman Jeanne Krieger and Planning Director Bowyer were present. Ms. Bridge-Denzak was absent. 200. Candidate for Assistant Planner The Board met to interview a third candidate for the Assistant Planner position which will be vacated when Mr Marino starts his new position as Economic Development Officer for the Town. Selectman Jeanne Krieger, liaison from the Board of Selectmen,was present as she was for the interviews of the previous two candidates. The Board asked the same set of questions asked of the two previous candidates: 1 Why is the applicant attracted to or interested in this job? 2.Ask the applicant to discuss professional and technical strengths and weaknesses. Potential topics include subdivisions,zoning and site plan review,policy making experience and planning studies. 3. Communication skills and style. How does the applicant interact with the public, with developers, with staff of other departments, and with a board. 4 What are the applicant's impressions of planning in Lexington, of the Board and of the Planning Department staff? The candidate has 20+years of professional planning experience, around 8 with consulting firms and 10 years of professional planning experience with a town. After the interview, at 7:55 p.m.,the Board recessed to attend the Special Town Meeting in Cary Hall. The Board reconvened in Room G-15 at 9:55 p.m. The Board evaluated the candidate they interviewed earlier. After discussion,the Board and Mrs. Krieger agreed the second candidate they interviewed on November 4 was the top candidate with the candidate interviewed tonight as second. ************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 201 Aoolications To Be Heard on November 12. 1998: Mr. Davies gave an oral review of the following applications: 15 Anoletree Lane. Romano, variances to allow application for special permit for conversion of a single- family dwelling The Planning Board agreed it does not support this petition for variances.It believes that the number and extent of the deviations from the dimensional and numerical standards are excessive and go well beyond the intent of the Zoning By-Law Additionally, the applicants have not demonstrated that they meet the statutory criteria for granting a variance, i.c., that they would suffer substantial hardship, financial or otherwise, owing to circumstances relating to the soil conditions, shape or topography of the land or structures if variances from the provisions of the Zoning By-Law are not granted. The Board agreed to make no recommendations on the following petitions, also to be heard on November 12. Walnut Street, MWRA water tower, Omnipoint,variance to install an antenna Walnut Street.
