HomeMy WebLinkAboutPlanning Board minutes 09-30-1998 PLANNING BOARD MINUTES MEETING OF SEPTEMBER 30, 1998 Chairman Merrill called the meeting of the Lexington Planning Board held in the Selectmen's Meeting Room, Town Office Building,to order at 7:35 p.m.Members Bridge-Denzak,Davies, Planning Director Bowyer, and AssistantPlatinet-Malinereritesent. Mr.Galaitsis aazl-Mr Colman were absent. ********************** COMPREHENSIVE PLANNING,POLICY MAKING ********************** 184 Cluster Develonment Guidelines: The Board discussed the cluster subdivision guidelines for public benefits that were adopted at the Board meeting of September 16, 1998. On the motion of Mr. Davies, seconded by Ms. Bridge-Denzak, the Board voted unanimously, 3-0, to approve the changes made to the Cluster Guidelines document, dated September 16, 1998 and to acknowledge the conversation on certain issues that Mr Galaitsis had with Mr.Bowyer. 185 Interim Policies on Assisted Living Facilities and Affordable Housing.Vote to Adont: The Board reviewed a draft of their Interim Policies on Assisted Living Facilities and Affordable Housing,dated December 11, 1995.The principal change was to remove references to it as an interim policy The substance of the Policy was essentially unchanged. On the motion of Mr Davies, seconded by Ms. Bridge-Denzak,the Board voted unanimously, 3-0,to adopt the Policy **************************** PLANNING DIRECTOR'S REPORT *************************** 186. Recent Activity Mr. Merrill, reporting on a conversation he had with Town Manager Richard White, said that Mr White has challenged the Board to ask for more resources so it can do more comprehensive planning. *************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS **************** RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 187 implications To Be Heard on October 15. 1998: Mr.Merrill gave an oral review of the following applications. On the motion of Mr. Merrill, seconded by Mr Davies,the Board voted unanimously to make no recommendations on the petitions. 3 Rolling Lane. Wiltshire,variances to build two-stow addition to dwelling 6 Morris Street. Bitton,variance to build two-story addition to dwelling 6 Freemont Street,Verdi, special permit to expand second floor of dwelling 55 Massachusetts Ave.,Berman, special permit for a sign 3 Briggs Road. Cronin, special permit to add second story to dwelling SUBDIVISION OF LAND 188. 246 Concord Avenue. Sketch 7 4.5 Subdivision Plan.George Issaians.Presentation by the Applicant: George Issaians, applicant, John Farrington, attorney,Frederick Russell, engineer and Ronald Wood, of Guidelines,Inc., landscape architect were present for this item.Mr. Wood explained that this plan is based on a previous plan for this site.A definitive plan was approved but not executed before the prescribed time period elapsed. He presented plans for a two-lot subdivision with a shared driveway, off Concord Avenue. 2 Minutes for the Meeting of September 30, 1998 Questions from the Board had to do with the driveway,the limit of work line,the siting of the houses and the required public benefit.
