HomeMy WebLinkAboutPlanning Board minutes 04-15-1998 PLANNING BOARD MINUTES MEETING OF APRIL 15, 1998 Vice Chairman Davies called the meeting of the Lexington Planning Board held in Room G-15, Town Office Building to order at 7:05 p.m.Members Bridge-Denzak, Colman,Davies, Galaitsis,Planning Director Bowyer, and Secretary Tap were present.Mr.Merrill was absent. *************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS **************** RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 88. Applications to Be Heard in Anril 1998: Mr. Galaitsis gave an oral review of the following applications: 10 Woburn Street,Exxon Co.,variances to build a brick shed for site cleanup remediation equipment Given that the applicant did not address hardship in the material the Planning Board reviewed,the Board will suggest that Exxon explore the possibility of placing the shed nearer to the Gingerbread Factory The Board agreed to make no comment on the application below 5 Meriam Street,Dellaria Salon, special permit for a projecting sign, ************************* ARTICLES FOR 1998 TOWN MEETING ************************** 89 Article 32.Wireless Communications Antennas.Regulations: Mr.Bowyer reported that Mr. Canale has expressed concern that the process of drafting regulations for the Board of Appeals to use in administering the new Section 15,Wireless Communications Antennas, should be an open,public process.He said it is important to avoid any complaint by a service provider in the future that the regulations were not properly drafted. He suggested that the five parties involved officially adopt a process.The five parties are: the Planning Board,the Board of Selectmen,the Board of Appeals,the Selectmen's Cable Television and Telecommunications Advisory Committee, and the Design Advisory Committee. He suggested that the Planning Board communicate to the other boards and committees that this process should be officially sanctioned After a brief discussion, on the motion of Mr. Galaitsis, seconded by Mr. Davies,the Board unanimously designated Mr Colman to be the Planning Board representative to the wireless communications antenna siting regulation drafting body 90. Possible Articles for the 1999 Town Meeting: The Board agreed to begin earlier in the year to work on articles for Town Meeting and not to undertake as much as they did this year **************************** PLANNING DIRECTOR'S REPORT *************************** 91. Recent Activity a. Earl Street.Definitive Street Improvement Plan.Mark Barons.Rollout: Mr.Bowyer rolled out a definitive street improvement plan of Earl Street,that was submitted by Mark Barons,New England Construction Company,on April 9, 1998. The staff has not reviewed the plan in detail yet. The time for action on this plan expires on May 24, 1998. b. Review of developable,undevelonable lots: Mr.Bowyer reviewed the background for how decisions are made as to the developability of lots.Mr. Davies added that there are many lots left from the time when Lexington subdivision lots were sold to Bostonians so they could have a house in the country Mr.Bowyer said he spoke with the Town Assessor,Joseph Nugent about how lots are classified for assessment purposes. The Assessors records are based on some historical coding that may not be up to date.They indicate some lots are developable that are not and vice versa. The staffs of the Assessors and the Planning Department have an ongoing task of reviewing the lot classification to make them more accurate. Mr.Nugent said he would change 2 Minutes for the Meeting of April 15, 1998 the properties' designation to reflect any change resulting from approval of Article 33 which prohibits construction on lots with less than 5,000 square feet of area or 50 feet of frontage.He will notify the owners of the change in the property's status. c.
