HomeMy WebLinkAboutPlanning Board minutes 04-22-1996 PLANNING BOARD MINUTES MEETING OF APRIL 22, 1996 The meeting of the Lexington Planning Board, held in Room G-15, Town Office Building, was called to order at 7.03 p.m. by Chairman Davison, with members Canale, Colman, Davies, Planning Director Bowyer, and Assistant Planner Marino present. Mr Merrill was absent. ************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* PLANS NOT REOTJTRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW 88. Form A/96-7 627 & 639 Massachusetts Avenue. Carter Scott: The Board reviewed an Approval Not Required Plan for land at 627 & 639 Massachusetts Avenue. On the motion of Mr Canale, seconded by Mr Colman, the Board voted unanimously to endorse the plan entitled "Plan of Land in Lexington, MA (Middlesex County)", dated April 16, 1996, prepared by Meridian Engineering Collaborative, Inc, Peabody, MA, certified by Michael J Juliano, Registered Land Surveyor, with Form A/96-7, submitted by Robert Carter Scott, applicant, as it does not require approval under the Subdivision Control Law RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS 89 Applications To Be Heard on April 25 1996: Mr Canale gave an oral review of the following applications. 56 Adams Street, Francesca Anderson, renewal of special permit for art gallery The Planning Board agreed to recommend that the wording on the occasional sign advising patrons not to park in the street, but on the grassy strip between the street and sidewalk or on the driveway, be changed to request that they park only in the driveway 4 Carol Lane, Linda &Jonathan Arnow, special permit to demolish and replace a shed The Planning Board noted that there appear to be other locations on the lot on which to place this shed where it could comply with the setbacks. The Board had no comment on the following applications, also scheduled to be heard on April 25, 1996 148 Grant Street, Brian Michon, special permit to add an additional story to a non-conforming dwelling 34 Waltham Street, Hit and Run Sportscards, special permit to relocate a projecting sign to the shop's new address 10 Hillside Terrace, Richard Baughman, special permit to add a second floor 10 Hillside Terrace, Richard Baughman, variance to add covered porch and steps The meeting was adjourned at 7:55 p.m. itAilbLtuj Frederick L. Mr Davies arrived during Item 111. ************************ ARTICLES FOR 1996 TOWN MEETING ************************** 90 Article 29 Vote on Report to Town Meetina: After a lengthy discussion of strategies to build support for this article and other pertinent matters, the Board reviewed a draft report to Town Meeting. On the motion of Mr Davies, seconded by Mr Merrill, the Board voted unanimously to approve the report, as written. *************************** PLANNING DIRECTOR'S REPORT ************************** 91 Recent Activity Summit Road. Resubmitted Definitive Street Construction Plan. Barry Caouette. Rollout• Mr Marino rolled out a Definitive Street Construction Plan for a portion of Summit Road dated April 22, 1996.
