Associate Commissioner Absent: Staff Present: Siqing Pan, Department Assistant th Chair Paul O’Shaughnessy called the October 5, 2023 Historic Districts Commission meeting to order at 6:08pm. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 1575 Massachusetts Avenue, exterior changes (Solar Carports) in the Battle Green Historic District Documents Updated Proposed plans: dated October 3,2023 Material lists and project narrative: dated October 5, 2023 Robert Adams made a motion to continue this hearing to next meeting. Richard Neumeier seconded. Roll Call Vote: Bob Adams – Yes, Robin Lovett - Yes, Paul O’Shaughnessy – Yes, Dan Hisel – Yes, Richard Neumeier – Yes, Brien Cooper - Yes. Motion carried, all in favor. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 6 Oak Street, exterior alterations (Windows and doors replacement) in the East Village Historic District Documents Full plan set of proposed alteration: dated August 31, 2023 Photographs of entire place of each building elevation visible from the public way: dated August 31, 2023 Material List: dated August 31, 2023 Work Scope Narrative: dated August 31, 2023 Catalogue cut sheets: dated August 31, 2023 Historic Districts Commission 1 / 3 Legal Advertisement Authorization Form: dated August 24, 2023 The applicant and contractor explained the proposed windows and door replacement plans at 6 Oak Street. The rear sliding door was invisible from public way so it will be out of HDC jurisdiction. The Commission approved the proposed windows plans with details provided by contractor as specified. Dan Hisel will serve as liaison for this application. The homeowner Howard Bernstein finally decided to replace the front and side storm doors as in kind, so the HDC review of storm door replacement will be skipped. No public comments. Dan Hisel made a motion to approve the Marvin Ultimate Windows with details provided by contractor as specified during the meeting, pending approval and clarification of photographs of all elevations indicating the windows to be replaced, and details from the Marvin Catalog indicating the applicable insert for the window within the existing frame. Robin Lovett seconded. Roll Call Vote: Robin Lovett - Yes, Paul O’Shaughnessy – Yes, Brien Cooper – Yes, Richard Neumeier – Yes, Dan Hisel – Yes. Motion carried, all in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 6 Oak Street regarding window replacement. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the formal hearing for 1666 Massachusetts Avenue, exterior alterations (Door Replacement) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated August 24, 2023 Photographs of entire place of each building elevation visible from the public way: dated August 24, 2023 Site plan: dated August 24, 2023 Material List: dated August 24, 2023 Work Scope Narrative: dated August 24, 2023 Legal Advertisement Authorization Form: dated August 24, 2023 Proposed plans: dated October 6, 2023 & October 13, 2023 The property owner explained the proposed exterior door replacement plans at 1666 Mass Ave. The Commission agreed to continue this hearing to December HDC meeting with fully detailed drawings. Paul O’Shaughnessy will serve as liaison for this application. No public comments. Chair Paul O’Shaughnessy opened the formal hearing for 1729 Massachusetts Avenue, exterior alterations (Signage, light fixture, and painting) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated September 7, 2023 Photographs of entire place of each building elevation visible from the public way: dated September 7, 2023 Material List: dated September 7, 2023 Work Scope Narrative: dated September 7, 2023 Catalogue cut sheets: dated September 7, 2023 Historic Districts Commission 2 / 3 Owner Authorization Letter: dated September 7, 2023 Legal Advertisement Authorization Form: dated September 7, 2023 Revival Café Lexington – Issue for Construction: dated September 7, 2023 The applicants explained the proposed changes at 1729 Massachusetts Avenue. The Commission felt the proposed changes were appropriate except mural painting in the rear of the building. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1729 Mass Ave except mural painting in the rear. Motion carried, all in favor. INFORMAL HEARING National DAR America 250 Patriots Marker The commissioners reviewed the plans of National DAR America 250 Patriots Marker. ACTION ITEMS th Consideration and vote on Meeting Minutes of the meeting held on September 7, 2023: The th Commission made a motion to approve the minutes of the meeting held on September 7, 2023 as written.
