HomeMy WebLinkAbout2016-03-21-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 21, 2016 A meeting of the Lexington Planning Board, held in the Parker Room was called to order 6:07 p.m. by Chair Nancy Corcoran-Ronchetti, with members Charles Hornig, Tim Dunn, and planning staff Aaron Henry and Lori Kaufman present. Richard Canale and Ginna Johnson joined the meeting in progress. ********************** STAFF REPORTS ********************** Reports were placed at the police station and are on the website. Mr. Canale joined the meeting at 6:10 p.m. ***** UPCOMING MEETINGS & ANTICIPATED SCHEDULE ***** The Board will meet on next Monday, March 28 and Wednesday, March 30 and staff will request th a room at the high school. The Board will meet on March 23, 28, and 30. The Board will hold a meeting on Wednesday, April 20 for development administration. Ginna Johnson joined the meeting at 6:12p.m. There was confusion on Article 42 and 43 were both posted to April 25. Mr. Michelson from the Center Committee was in the audience and said the Center Committee wanted to keep Article 43 on April 25. Board Members were concerned about being there was too much on the Town Meeting schedule for April 25. Board Members wanted a consensus on keeping this date of April 25 for Article 43. On March 10, the Center Committee voted 7-1 to approve the article as presented. Area and frontage language and parking, which was ruled out of scope was modified and the following language was added “except for good cause.” Mr. Michelson called a special meeting of the Center Committee for tomorrow night and think March 30 is too soon to place this Article before Town Meeting. Another date in April other than th the 25 could be acceptable and discussed tomorrow evening. If the Center Committee, Planning Board, and Board of Selectmen are close in agreement, sooner could be a consideration. If there is a concrete proposal from the Center Committee then a decision could be made whether to go March 30 or April 25. Staff will connect with Mr. Michelson tomorrow and then discuss the matter on Wednesday with Board members at the meeting. Mr. Hornig will attend the Center Committee meeting since Ms. Johnson cannot attend. Staff will check to see if the moderator has another night for this instead of April 25. Page 2 Minutes for the Meeting of March 21, 2016 Article 38, Governmental-Civic Districts will be fine-tuned for the Wednesday meeting before Town Meeting. Pending decision tonight on demolition of buildings will decide how to modify Article 29, Neighborhood Conservation Districts. ********** 2016 ANNUAL TOWN MEETING – REPORTS ********* A30,DB: RTICLE EMOLITION OF UILDINGS On a motion duly made and seconded, it was voted, 4-0-1 (CH abstained), to recommend the approval of Article 30, Demolition of Buildings to Town Meeting. A2D: RTICLE ISCUSSION Aaron walked the Planning Board the report to be presented at Town Meeting. TMP: OWN EETING RESENTATIONS The Board reviewed the power point for the Article 38, Governmental-Civic Use District. The Board reviewed the power point for the Article 39, Maximum Height of Structures. Mr. Canale will remove some slides, make some modifications, and send to staff. Mr. Henry will revise and send all updates to the Board Members for review. Staff will confirm with the moderator any time limits for presentations. Article 29, Neighborhood Conservation Districts, a draft was given to staff and Mr. Canale will update tomorrow and send the final version to staff. ********************* BOARD REPORTS ********************* Mr. Canale suggested that the Planning Board revisit the Town’s right to first refusal on a parcel for sale by the Belmont Golf Course. ********************** ADJOURNMENT ********************** On a motion duly made and seconded, it was voted, 5-0, to adjourn at 7:11 p.m. The meeting was recorded by LexMedia.
