HomeMy WebLinkAbout2016-03-16-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 16, 2016 A meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room was called to order 6:07 p.m. by Chair Nancy Corcoran-Ronchetti, with members Charles Hornig, Richard Canale, and Ginna Johnson and planning staff Aaron Henry and Lori Kaufman present. Tim Dunn joined the meeting in progress. ********************** STAFF REPORTS ********************** Parking changes for Article 43 Banks in the Center will not be brought forward since it was determined to be out of scope. Mr. Hornig will leave at 7:00 p.m. to brief the Board of Health on our zoning changes and then return to the meeting. ***** UPCOMING MEETINGS & ANTICIPATED SCHEDULE ***** The Board discussed the zoning article schedule for Town Meeting. Articles 36, National Flood District, 37, Technical Corrections, 38, Governmental-Civic Districts, and 29 neighborhood Conservation Districts will be on March 23. Articles 39, Maximum Height of Structures, 40, Accessory Apartments 41, Floor Area Ratio (date certain), 42 Two-Family Homes, and 43 Banking and Real Estate Service uses on March 30. Article 45 (Brookhaven) and 44 Planned Development Districts (PDD) will be on April 25 and Brookhaven will go before PDD. Article 17, Victory Garden Street Acceptance, was being moved to the consent agenda to make it a public way. The Board had no objections. The Board will meet on Monday, March 21 at 6:00 in the Planning Office. ********** 2016 ANNUAL TOWN MEETING – REPORTS ********** AA,A40: CCESSORY PARTMENTS RTICLE Mr. Henry found a mistake in the article report approved at the last meeting and made some changes for the Board to review. On a motion duly made and seconded, it was voted, 5-0, to adopt the minor changes to the report made by staff and the Board. Page 2 Minutes for the Meeting of March 16, 2016 T-FH,A42: WOAMILY OMES RTICLE The Board discussed the sharing and placement of a common wall and privacy fences, 15% reduction in floor area, placement of garages. This discussion will be continued when Mr. Hornig returns. Mr. Hornig left the meeting at 7:03 p.m. and will return in approximately a half an hour. RGFA,A41: ESIDENTIAL ROSS LOOR REA RTICLE Remove Balanced Housing Development and Public Benefit Development and leave Site Sensitive Development to address a concern regarding the scope of the Article. On a motion duly made and seconded, it was voted, 4-0, to delete section b2 and b3 and leave b1 in the motion. Mr. Hornig returned to the meeting at 7:41 p.m. Mr. Hornig reported that the Board of Health had no objection to Article 40. On a motion duly made and seconded, it was voted, 5-0, to approve the motion and report as edited for Article 41. B&RESUCBD,A43: ANKING EAL STATE ERVICES SES IN THE ISTRICT RTICLE There is no report, but there is a PowerPoint that could be used as a report. The Board can decide if they want to provide an oral report. On a motion duly made and seconded, it was voted, 5-0, to recommend approval of Article 43 to Town Meeting. On a motion duly made and seconded, it was voted, 5-0, to approve the motion for Article 43 On a motion duly made and seconded, it was voted, 5-0, to use standard language for the report to Town Meeting. T-FH,A42: WOAMILY OMES RTICLE On a motion, duly made and seconded, it was voted, 2-3, (Mr. Canale, Mr. Dunn, and Ms. Johnson opposed). The motion failed for lack of a majority vote. MHS,A39 AXIMUM EIGHT OF TRUCTURES RTICLE On a motion, duly made and seconded, it was voted, 5-0, to approve the motion and report for Article 39. Minutes for the Meeting of March 16, 2016 Page 3 NCD,A29: EIGHBORHOOD ONSERVATION ISTRICTS RTICLE The Historic District Commission voted to support this article. There was a letter from residents on Lockwood Road supporting this Article. The Planning Board will monitor what happens at Town Meeting for Article 30 and be prepared for anything based on a vote of Article 30. On a motion duly made and seconded, it was voted, 5-0, to adopt the motion report as edited for Article 29. T-FH,A42: WOAMILY OMES RTICLE The Board asked staff to ask the moderator to put this at a later date in Town Meeting rather than table it. Staff will add a page saying this will be brought up at a later date in the report to Town Meeting. PDD,A44: LANNED EVELOPMENT ISTRICTS RTICLE This article will be taken up at another meeting. ARD6(B),A45: MEND ROOKHAVEN RTICLE This article will be taken up at another meeting. ********************** ADJOURNMENT ********************** On a motion duly made and seconded, it was voted, 5-0, to adjourn at 11:30 p.m. The meeting was recorded by LexMedia.
