HomeMy WebLinkAbout2016-03-02-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 2, 2016 A meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room was called to order 6:07 p.m. by Chair Nancy Corcoran-Ronchetti, with members Charles Hornig, Tim Dunn, Richard Canale, and Ginna Johnson and planning staff Aaron Henry and Lori Kaufman present. ********************** STAFF REPORTS ********************** CSAHC: ENTER TREETSCAPE DESIGN REVIEW D OC OMMITTEE The Planning Board put forward to the Board of Selectmen (BOS) Ms. Corcoran-Ronchetti’s name to be considered as a representative for the Center Streetscape Committee. ***** UPCOMING MEETINGS & ANTICIPATED SCHEDULE ***** The Board of Selectmen requested the Planning Board come before them on March 7 and 14 to discuss the articles being brought forward to Town Meeting. Mr. Canale and Mr. Dunn cannot attend the 3/4/16 meeting for the League of Woman’s Voters. The TMMA information session will have a short annual meeting on March 10, 2016 and then 2.5 hours for the Planning Board to present its articles. ***** 2016 ANNUAL TOWN MEETING – OTHER ARTICLES ***** PA16,GNETZERO: RESENTATION ON RTICLE ETTING TO A presentation was made and the PowerPoint can be found in the meeting packet for this date by the Lexington Sustainable Committee. The goal is to put Lexington at net zero emissions in 20-25 years. This article is being brought to Town Meeting for a total price tag of $100,000. They hope the Planning Board will support this Article. They are looking for someone from the Planning Board to participate. There are links to see the plan for Cambridge and their road map towards this goal, which is the model being used for this plan. DWAIB: ISCUSSION ON OTHER ARRANT RTICLES OF NTEREST TO THE OARD Mr. Henry suggested articles 8, 16, 17, 29, 32, and 33 may be of interest to the Planning Board. Board Members wanted to include articles 10a, 10g, 10i, 10p, 14, 21, and 35. These articles will be discussed on March 21 before Town meeting. ******* 2016 ANNUAL TOWN MEETING – DELIBERATIONS ****** AA,A40: CCESSORY PARTMENTS RTICLE The Board discussed changes to this Article and staff will revise for the Board’s final review. Page 2 Minutes for the Meeting of March 2, 2016 On a motion duly made and seconded, it was voted, 5-0, to recommend the adoption of Article 40 to Town Meeting. ARD6(B),A45: MEND ROOKHAVEN RTICLE Diane Duley, architect, presented the modified slides of the building with updated elevations and views from the abutters properties. Jim Borrebach, civil engineer, explained that six parallel spaces were removed, landscape added, culvert details provided, and showed details on the proposed retaining walls. Dave Fisher, landscape architect, said 12 evergreens would be planted on the abutter’s properties, the entry to Ricci Lane area will have all existing gravel removed, four ballads added, and a large engraved monument regarding Ricci Lane placed there. Plantings will be added to screen the walls and hide the massing of the building. Planning Comments:  Get some clarification from the Fire Department on the north gate access.  The public access should be delineated to walkways before Town Meeting. Will be working on that.  Have there been any changes to the PSDUP text? Yes, we are making progress and working on the final filing, will be complying with minimum and maximum standards, and leaving some extra leeway. The MOU is in the final process and we are waiting for the Town to get back to us. Trying to have set for the revised filing set for March 14. But may not be completed by next Friday and are not in our control.  It would be important to have in writing what Brookhaven would be willing to do if the MOU is not completed in time.  The assisted care units will they count as affordable? Mr. Henry said DHCD will not make any commitment but believes some units will count but hope the affordable contribution will help. Bill Dailey said the smaller units are being subsidized at $10,000 per year in that sense we are helping. This is a lifetime commitment and will not ask any residents to leave even though they may not have the funds to be able to stay. Jim Freeling, CEO subsidized units are not added by DHCD to the SHI.  Can Brookhaven quantify the number of people you are helping with keeping confidentiality?  In the PSDUP there are three acres that are Conservation land given to the Town, are they still included in the RD 6 numbers? Staff will check. Minutes for the Meeting of March 2, 2016 Page 3 B&RESUCBD,A43: ANKING EAL STATE ERVICES SES IN THE ISTRICT RTICLE Mr. Henry said the working group met in January and will be meeting with Mr. Levin and hopefully th ready by the next meeting. Will the language be ready by the 16? Yes. RGFA(GFA),A41: ESIDENTIAL ROSS LOOR REA RTICLE Mr. Burnell said Town Meeting is expecting the GFA to be aggressive in moderating the expansion of small houses. We are expecting restrictions and nothing more permissible. The report needs more details, include the fiscal and financial impacts, and how it works. Consider including an executive summary with backup. Ms. Johnson offered to draft a paragraph on the fiscal and financial impacts for the report. The Board will meet in the Planning Office before the BOS meeting March 7, 2016. Staff will email the two versions and the revised motion for Board Members to review and send comments to staff for Monday. On a motion duly made and seconded, it was voted, 5-0, to recommend the adoption of Article 41 to Town Meeting. T-FH,A42:(9:30) WOAMILY OMES RTICLE Looking for GFA restrictions to be greater on these then single-family houses and make it more affordable/attainable. Look to see if this fills the purpose of two-family homes. If the GFA was not adopted what do you do with this? Could incorporate a GFA limit like a multiplier. Mr. Canale will write the conditions and purpose for this article and open space area. This will be discussed at the next meeting. ********** 2016 ANNUAL TOWN MEETING – REPORTS ********** NCD,A29: EIGHBORHOOD ONSERVATION ISTRICTS RTICLE There needs to be a designation procedure, a review procedure after designation, and the right version of the motion, and add a new definition to 19.2. Mr. Canale will take responsibility for revising the report on this article and staff will send Mr. Hornig’s comments to him. MHS,A39: AXIMUM EIGHT OF TRUCTURES RTICLE The motion and public hearing comments need to be added and the table does not appear to be on a sliding scale. Ms. Johnson will make the changes and get it back to staff for Monday. Page 4 Minutes for the Meeting of March 2, 2016 PDD,A44: LANNED EVELOPMENT ISTRICTS RTICLE Language to section 7.3.3 should be modified reviewed by Town Counsel. On a motion duly made and seconded, it was voted, 5-0, to recommend approval of Article 44 to Town Meeting.
