RE: EDAC Town Meeting Article Positions on Article 34
Date: April 10, 2023
At the Economic Development Advisory Committee meeting on April 10, 2023, the Committee
reviewed two amendments to be deliberated on at the 2023 Annual Town Meeting. The Committee
took the following positions on the articles they discussed:
Article 34
• MOTION: The EDAC supports Article 34 pass as written.
o The EDAC members voted 5 in favor of Article 34 as written and 2 members against.
• MOTION: The EDAC recommends passage of the McKenna Amendment to Article 34
approving multifamily housing to meeting the requirements of MBTA law.
o The EDAC members voted 2 in favor and 5 members against passage of the McKenna
Amendment.
• MOTION: If the McKenna Amendment is adopted, the EDAC encourages the Planning
Board and Select Board and other stakeholders to continue the engagement process to
adopting appropriate zoning controls for development of multifamily housing in Lexington
Center and other parcels identified by the Planning Board.
o The EDAC was unanimous in support of this recommendation.
• MOTION: Should the McKenna Amendment be adopted as the Substitute Motion, the
EDAC recommends passage of Article 34 as amended.
o The EDAC voted 3 for passage and 4 against passage of Article 34 as amended.
• MOTION: Should the McKenna Amendment be adopted as the Substitute Motion, the
EDAC recommends adoption of the Burger Amendment.
o The EDAC voted 5 in favor of the adoption of the Burger Amendment and 1 against.
• MOTION: Should the McKenna Amendment fail, and the main motion remains, the EDAC
recommends adoption of the Burger Amendment.
o The EDAC voted 5 for passage and 1 against adoption of the Burger Amendment to the
main motion.
