Tri-Ton Coalition Advisory Board Meeting
Meeting Minutes
July 19, 2023
2:00 to 3:00 pm
Via Webex
Attendees: Susan Lumenello, Director Burlington Board of Health, Joanne Belanger, Director
Lexington Board of Health, Shelly Newhouse, Director Wilmington Board of Health, and Katie
Capobianco, Shared Services Coordinator. Sydney Boles, BCAT TV, was present for a portion
of the meeting.
I. Approval of Minutes
The June 14, 2023 meeting minutes were approved.
II. Shared Services Staff
Updates
• Jackie is preparing a presentation on Narcan Training Basics 101. Burlington and
Lexington are interested in the presentation and would like to review it at the next Advisory
Board meeting. Wilmington does not need a Narcan program as the Wilmington PD runs
a program for their town.
• Joanne advised that Narcan is only issued to a specific community and cannot be shared as
a controlled substance certificate is needed. There is an application online and the state
physician can be used to make a purchase. Narcan can be obtained for free with a monthly
reporting requirement or at a discount with no reporting requirement.
• Joanne would like Jackie and Katy to attend the Opioid Task Force meeting that will be
held at some point in August.
• Jackie will be holding a Hoarding for First Responders presentation for the Burlington PD.
Both Lexington and Wilmington are interested in this training and would like to see the
presentation first.
• Jackie and Tahycha are signed for the Hoarding Training. Jackie is working on a hoarding
resource guide. Joanne would like a reference guide for opioid/substance abuse resources.
• Catch my Breath Training consists of four thirty minute lessons. Burlington will not be
going forward with this training but Wilmington would like to continue with this program
and training.

• Rashod and Kellianne are now both trained to hold STB classes. Rashod is running a class
tonight (6/14) with Lahey. Limbs have been purchased and STB kits have been put
together for attendees.
• Matter of Balance – Rashod, Jackie, and Katy are all attending the training on July 27 th.
Kellianne from Lexington is also signed up. Katie will send the class information to Shelly.
Two coaches are needed to hold the eight week class. Rashod can be a second trainer for
Lexington or Wilmington if needed,
• CPR Classes – Rashod will be taking an instructor training course in August and will then
order mannequins based on the class recommendations.
• Car Fit – Rashod, Jackie, and Katy will attend the Lahey training but in order to run an
event, an OT or OT Assistant would be needed to assist. Looking into if Lahey will partner
with us to provide an OT.
• Tahycha is currently at Wilmington on Monday mornings to assist with beach testing.
Joanne would like her to meet the health inspector as Tahycha will be covering for her
when she goes on maternity leave in the fall.
• Tahycha will be taking the soil evaluators course in September and Shelly said she will
take her out on some soil evaluations.
• Katy is working on identifying vulnerable populations and environmental justice (EJ)
areas. Susan suggested Shelly and Joanne set up a meeting with Katy to discuss what she
is working on and any potential projects they may like to have her work on.
Tobacco Grant
• The Tobacco Grant has been approved and will be for approximately $40K.
• The position was advertised but to date there were no applicants that had experience
• Susan will send resumes over to Joanne and Shelly and they can re-advertise for additional
candidates
• In the past, Shelly sent staff to Melrose to train with their tobacco inspector. It would be a
paid training.
V. New Business
The next meeting will be held on August 30, 2023
