Lexington Capital Expenditures Committee (CEC) Meeting
May 25, 2016
Location and Time: Town Office Building, Reed Room; 8:45 A.M.

Call to Order: Ms. Hai called the meeting to order at 8:51 A.M.
Discussion of this Committee's input to the BoS' upcoming Goals Setting for Fiscal
Years 2017 & 2018
Ms. Hai led a review of this Committee's input to last year's BoS' Goals Setting to consider
which topics would be candidates for this year's input— updated, as needed. She reported
that member Rod Cole —who couldn't attend because of a last- minute work obligation —had
advised her that he felt all of last- year's topics were worthy of being resubmitted. The
members present also agreed that all the topics do warrant being addressed again,
although a reorganization and rephrasing of the topics should help insure the Committee's
objectives are better understood.
Mr. Kanter discussed his suggestion for two new topics ( "Role of the CEC" and
"Matrix /Timeline for Stakeholders in Capital Projects "). The Committee agreed those topics
should be integrated with the reorganized submittal. Ms. Manz will review last- year's
submittals regarding "Community Housing Policy" and "Early Position - Taking Regarding
Town Applications for Use of the Community Preservation Fund (CPF)" and provide
Ms. Hai with suggested language for this year's submittal.
It was moved and seconded that the Chair was authorized to build this - year's submittal
based on the guidance provided at this meeting. Vote: 3 -0
Review of the 2016 Annual Town & Special Town Meetings process and any resulting
feedback to provide to the Town Moderator and the BoS: Ms. Hai proposed to defer
that review until additional members were present and the Committee agreed. Mr. Kanter
gave a heads -up that he will propose that the alphabetical labeling of Article sub- parts-
even if presented in an aggregation in the final Motion —not be changed from the labeling
used in the various committees' reports to the Town Meeting.

Member Concerns and Liaison Reports: Mr. Kanter, the Committee's liaison to the
Community Preservation Committee (CPC), reported that the CPC would be meeting
tomorrow to consider advice from the Town's Conservation Administrator that there was a
strong possibility that a supplemental appropriation (amount currently unknown, but
hopefully at a fall Special Town Meeting) from the Town's CPF would be needed to cover
remediation /cleanup activities around the Town -owned Wright Farm barn to bring the site in
compliance with, and receive closure from, the State's Department of Environmental
Protection. He'II advise this Committee of the outcome from tomorrow's CPC meeting.
Future meeting dates: Ms. Hai reminded the Committee of the Executive Session next
Tuesday evening (the 31St) with the BoS, the School Committee, and the Appropriation
Committee, under Exemption 6 (Purchase of Land), regarding 20 Pelham Road and
171 -173 Bedford Street —the Liberty Mutual Building. Also, in addition to a near -term
meeting for the review of the 2016 Annual & Special Town Meetings process, she also
foresees the need for a continuing discussion of the Committee's organization and
processes — including initial planning for the FY2018 budget- review cycle beginning this fall.
Approval of Minutes:
Mr. Kanter advised of two corrections to the Draft #3 Minutes of the CEC Meeting,
May 6, 2016. A Motion was made and seconded to approve those Draft #3 Minutes, as so
corrected. Vote: 3 -0
Adjourn: A Motion was made and seconded at 9:38 A.M. to adjourn. Vote: 3 -0
These Minutes were approved by the CEC at its meeting June 13, 2016.
