HomeMy WebLinkAbout2023-04-18-BASS-minBoard of Assessors Meeting Open Session Minutes April 18, 2023 A meeting of the Lexington Board of Assessors was called to order at 4:00 p.m. on Tuesday, April 18, 2023 in the Parker Meeting Room, Town Office Building. Gregory Johnson, Chairman, Edmund C. Grant, Member, and Casimir Groblewski, Member, were present as well as Robert F. Lent, Director of Assessing, Michael E. Golden, Assistant Director of Assessing, Carolyn Kosnoff, Finance Director and Sandra Pentedemos, Administrative Assessor. Open Session Public Comment Time: None present. There were no Overlay or financial matter discussions. Mr. Lent invited Ms. Kosnoff to attend the Board discussions of a Fiscal Year 2024 Recreational Chapter Land Application for properties located at #55 Allen Street and part of #31 Allen Street. The Board will require further supportive documentation prior to any action decision making. In lieu of a deemed denied decision, upon a motion and seconded, by following the M.G.L., the Board requested that Mr. Lent communicate with the taxpayer to allow the Board an extension of additional time in order to act upon the application. The Board asked that Mr. Lent communicate the following request of documentation with the property owner; provide a plot plan delineating the proposed acreage to consider as recreational use, amend the chapter land application to identify the acreage of land on #31 Allen Street that will be considered inclusive with #55 Allen Street as part of the recreational lien, obtain lessee signature on application and accompany a copy of current lease. Mr. Lent will communicate the Board's request for further information with the property owner, and present back to the Board. The Board thanked Ms. Kosnoff for coming to the meeting VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 4:30 p.m. to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2023 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements. Further it was declared that an open meeting discussion may have a detriments I effect on the litigation position of the town. The Board reconvened Open Session at 5:40 p.m. Executive Session occurred here: details may be viewed in separate Executive Session folder. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the recommendations for the Fiscal Year 2023 Chapter 59, Section 5 Various Statutory Exemption Applications. (See lists in Executive folder). VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3.0 by roll call to deem deny a group of Fiscal Year 2023 Chapter 59 Section 59, Real Estate Abatement Applications. Member, Ed Grant had recused himself with the #75 Hayden Ave and #475 Bedford Sl properties (See list in Executive folder). There were no Fiscal Year 2023 Personal Property Abatement Applications. There were no pending Appellate Tax Board actions to discuss. No decisions had to be made. The Board approved the January 10, 2023 and February 7, 2023 Meeting Minutes. The Board of Assessors next scheduled Meeting will be held on May 16, 2023. There being no other business a motion was duly made and seconded at 5:45 p.m. to adjourn the Meeting.
