Vice Chair Diane Pursley called the July 19 Historical Commission meeting to order at 7:00 pm.
AGENDA ITEM #1: Approval of meeting minutes

Ms. Fenollosa made a motion to approve the minutes of the meeting held on May 17, 2023 as
written. Mr. Kelland seconded. Motion carried with Mr. Kalsow abstention. All in favor.

written. Mr. Kelland seconded. Motion carried with Ms. Bennett abstention. All in favor.
AGENDA ITEM #2: Appointment of representative to the Community Preservation Committee
MOTION:
Mr. Kalsow made a motion to nominate Ms. Fenollosa as the representative to the Community
Preservation Committee. Mr. Kelland seconded.

The Historical Commission reviewed the Route 2A FHWA Letter on Section 106 effect
determination.

SUMMARY:
Ranen Schechner, attorney representing the homeowner Carol Reiling, explained the proposed full
building demolition plans at 28 Meriam St and 32 Edgewood Rd.
Mr. Kalsow recused himself on those two full building demolition applications because he worked on the
renovation of Carriage House (32 Edgewood Rd & 28 Meriam St) as a young architect.
The Commission agreed to impose the maximum period of demolition delay to the demolition of those
two properties.
Randy Kinard & Tina Kinard, 24 Meriam St, Mark Anton Swartz, 35 Meriam St, Sylvia Bartel, 38 Meriam
St, Charles Olson, 2 Chandler St, David Barry, 43 Somerset Rd, Bridger McGaw, 89 Meriam St, expressed
their comments as public attendees for preservation those two historical homes.
HC COMMENTS:
The Commission agreed that those two properties were historically and architecturally significant and the
proposed full demolition plans were inappropriate.
MOTION:
Mr. Kelland made a motion to find that the two houses at 28 Meriam Street and 32 Edgewood Road
is preferably preserved and to impose the maximum legally permissible demolition delay. Ms.
Fenollosa seconded.

Motion carried 4 to 0 with Mr. Kalsow abstention.

MOTION:
Mr. Kelland made a motion to find that 4 Washington Street preferably preserved, and that

proposed partial demolition and addition presented on the July 19, 2023 HC meeting was
appropriate and consistent with the historic value of the house. Ms. Bennett seconded.
