HomeMy WebLinkAbout2022-11-14-BASS-min Board of Assessors Meeting Open Session Minutes November 14,2022 A meeting of the Lexington Board of Assessors was called to order at 5 00 p m on Monday,November 14,2022 in the Dawes Meeting Room, Town Office Building Gregory Johnson,Chairman,Edmund C.Grant,Member and Casimir Groblewski, Member were present as well as Robert F Lent,Director of Assessing,Michael E Golden,Assistant Director of Assessing,Carolyn Kosnoff,Finance Director and Sandra Pentedemos,Administrative Assessor (Then Session Public Comment None Present Mr Lent presented the Fiscal Year 2023 Tax Rate Classification Hearing Memo and Exhibits to the Board Mr Lent provided a listing of small commercial classified properties for discussions The Board also reviewed and discussed the tax rate shift factor(MRF),the open space discount and the residential exemption options in preparation of the Select Board Public Hearing being held later this evening at 6 30 p m Ms Carolyn Kosnoff,Director of Finance arrived at 5 05 p m Ms Kosnoff distributed an updated presentation of the Fiscal Year 2023 Tax Rate Classification Hearing Packet The Board thanked Ms Kosnoff for the time spent in developing the new slides At the Select Board Meeting, Ms Kosnoff will present the Memo with four options and Mr Johnson will present New Growth and the related assessment of property values Mr Lent and the Members of Board will be present at the Select Board Tax Rate Classification Hearing Mr Lent updated the Board of the discussions held with property owners with 5 plus acres parcels of land Mr Lent held 3 workshops with a small group of 5 plus acre property owners in preparation for land use coding and valuation changes pnor to certification of the Town's Fiscal Year 2024 assessments Discovery of the land uses may reflect in a higher assessment once assigned The workshops were held on September 8,2022,September 30,2022 and October 13,2022 The property owners were informed of the available Chapter Land use of(61 Forestry,61A Agricultural/Horticultural or 61 B Recreational)options and the possible tax savings when enrolling property in a Chapter Land Lien Mr Lent had presented a chart of the properties to the Board for review and discussion The chart consists of the estimated land use coding and valuation changes being determined for each individual existing 5 plus acre parcel One more workshop is scheduled to be held on November 18,2022 with interested property owners VOTE Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 5 30 p m to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2023 Statutory Exemptions Real Estate Abatement Applications and Personal Property Abatements Further it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town The Board reconvened Open Session at 5.55 p m Executive Session occurred here' details may be viewed in separate Executive Session folder VOTE. Upon a motion duly made and seconded,the Board of Assessors voted 3-0 by roll call to approve of the Meeting Minutes of February 8,2022,March 8,2022 and the March 22,2022 (See Executive folder) There were no Fiscal Year 2023 Chapter 59,Section 5,Various Clauses of Statutory Exemption Applications There were no Fiscal Year 2023 Chapter 59 Section 59,Real Estate Abatement Applications There were no Fiscal Year 2023 Chapter 59 Section 59,Personal Property Abatement Applications There were no pending Appellate Tax Board actions to discuss No decisions had to be made by the Board The Board of Assessors next Meeting will be held on December 13,2022 There being no other business a motion was duly made and seconded at 6 00 p m to adjourn the Meeting Board of A iro 4 / //qt."' 4. • A true record Attest Sandra Pentedemos,Administrative Assessor Meeting Secretary
