HomeMy WebLinkAbout2022-11-08-BASS-min Board of Assessors Meeting Open Session Minutes November 8, 2022 A meeting of the Lexington Board of Assessors was called to order at 4 00 p m on Tuesday, November 8, 2022 in the Select Board Meeting Room, Town Office Building Gregory Johnson, Chairman, Edmund C Grant, Member and Casimir Groblewski, Member were present as well as Robert F Lent, Director of Assessing, Michael E Golden, Assistant Director of Assessing, Carolyn Kosnoff, Finance Director and Sandra Pentedemos, Administrative Assessor Open Session Public Comment None Present Mr Lent informed the Board of a budget request approval of$15,000 for the purchase of an electronic plan review table, called the I-Plan Table The I-Plan table will allow staff to handle increasingly complex building permit information requirements The I-Plan table is an effective way of communicating the reviewed and inspected building permits The table will be networked to the Town's View Point Cloud (VPC) review of permits records This review will result in increased staff productivity and minimize having to print out building permits Mr Lent updated the Board on the status of the vacant Residential Field Inspector/Analyst position The Town will post until the position is filled The position will appear in the Massachusetts Association of Assessing Officers (MAAO), and the Massachusetts Municipal Association (MMA)career opportunities. Mr Lent distributed the preliminary Fiscal Year 2023 Informational Tax Classification packet including all Exhibits to the Board Mr Lent presented the Fiscal Year 2023 New Levy Growth. Takeda has reported $1 million dollars of Personal Property Mr Lent explained the list of targeted projects and the properties estimated revenue for the Capital Stabilization Fund Ms Carolyn Kosnoff, Director of Finance arrived at 5 00 p.m. to review and discuss the Fiscal Year 2023 recommendations to the Select Board The Board discussed the minimum residential factor options to present at the Select Board Public Tax Classification Hearing, scheduled to be held on November 14, 2022 Ms Kosnoff informed the Board that she will prepare the Select Board Memo with the four options (tax shift factor, open space discount, residential exemption and small commercial exemption)the Select Board will vote on Mr Lent stated he'll finalize the classification exhibits of the packet. Ms. Kosnoff plans to publicly release the Fiscal Year 2023 informational Tax Classification packet on November 11th 2022 Mr Lent informed the Board of a discussion held with Becky Boucher DOR Representative, that the DOR/DLS is allowing for Boards of Assessors, to consider the option to authorize the Director of Assessing or the Director of Finance to pre-sign the LA-4 Certification Tax Rate Form on behalf of the Board of Assessors prior to annual submission deadline of a fiscal years' tax levy in the DLS Gateway. The Board will consider a discussion to be held at a later meeting No decision was made at this time VOTE Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 5.30 p m to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2023 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements Further it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town The Board reconvened Open Session at 6 00 p.m. Executive Session occurred here: details may be viewed in separate Executive Session folder.
